On Monday, July 13, 2026, PROSPER Co., Ltd. (Headquarters: Toranomon, Minato-ku, Tokyo; Representative Director Yoichi Tachibana; hereinafter "PROSPER") and Golden Park Tsuchi Co., Ltd. (Headquarters: Tsuchi, Izu City, Shizuoka Prefecture; President and Representative Director Yoichi Tachibana; hereinafter "Tsuchi Gold Mine") signed a comprehensive partnership agreement with Izu City to revitalize the region through the tourist leisure facility "Tsuchi Gold Mine."

"Tsuchi Gold Mine" is a tourist leisure facility owned and operated by PROSPER Japan Enterprise Growth Support Fund No. 1 Investment Limited Partnership, managed by PROSPER・CAPITAL Limited Liability Partnership, of which PROSPER is a member. Currently, the facility is undergoing a renewal project under the concept of "a golden theme park where everyone can become happier."

Tsuchi is a town known for the "Tsuchi Gold Mine," which supported the finances of the Tokugawa shogunate and ranked second in Japan in gold production after Sado Island, as well as for "Tsuchi Onsen," West Izu's oldest and largest hot spring resort, historically said to have healed the fatigue of those who worked at the gold mine.

We aim to leverage the "Tsuchi Gold Mine" as a core asset to promote the charm of the Tsuchi area and Izu City to people outside the region, while rekindling memories and affection among local residents and contributing to building a town that locals can be proud of.

Collaboration in Seven Key Areas Including Tourism Promotion and Visitor Attraction

Under this agreement, PROSPER, Tsuchi Gold Mine, and Izu City will collaborate in the following seven areas:

(1) Regional revitalization and local community development

(2) Tourism promotion and visitor attraction

(3) Enhancing the appeal of regional resources and public relations

(4) Collaboration with local businesses and organizations

(5) Human resource development and creation of educational and learning opportunities

(6) Achieving sustainable regional development

(7) Other matters necessary for achieving the objectives of this agreement

To mark the signing of the comprehensive partnership agreement, a press conference was held on Monday, July 13, 2026, at Izu City Hall, attended by Mr. Yutaka Kikuchi (Mayor of Izu City) and Mr. Yoichi Tachibana (Representative Director of PROSPER Co., Ltd. and President and Representative Director of Golden Park Tsuchi Co., Ltd.).

First Joint Initiative | Summer Vacation Children's Invitation Program

As the first joint initiative following the agreement with Izu City, elementary and junior high school students residing in Izu City will be invited free of charge to Tsuchi Gold Mine during the summer vacation. We hope this initiative will help children in Izu City learn about the history of Tsuchi and foster pride in their local community.

Moving forward, we will continue to plan and implement joint initiatives in cooperation with Izu City.

Yoichi Tachibana

Representative Director, PROSPER Co., Ltd. Concurrently President and Representative Director, Golden Park Tsuchi Co., Ltd.

Began his career at Salomon Brothers Securities.

Served as Managing Director in the Bond Sales and Strategic Investment Divisions at Goldman Sachs Securities, and as Senior Executive Officer at Merrill Lynch Japan Securities.

Appointed President of the Rakuten Eagles in 2012. Also concurrently served as President of Vissel Kobe and Chairman of the Rakuten Monkeys, a professional baseball team in Taiwan. Led a customer-first management approach, enhancing the value and profitability of sports businesses.

After stepping down from these roles in December 2021, he founded PROSPER in April 2022 with the goal of continuing regional revitalization efforts, and assumed the role of Representative Director.

Additionally, he took on the role of President of the operating company of Kaizentai Sushi Shiogama Port in 2022 through business succession, and in 2025 was appointed as a Director of the Japan Professional Basketball League (B.League), a public interest incorporated foundation, continuing various initiatives that contribute to regional revitalization in both public and private capacities.
