Sato Yume Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo; CEO: Shunpei Shimada, hereinafter 'Sato Yume'), a company that produces regional revitalization projects in over 50 areas nationwide, has signed a comprehensive partnership agreement with Kaiyo Town (Mayor: Shigetaka Miura) and H.I.S. Co., Ltd. (Headquarters: Shinjuku-ku, Tokyo; President: Shuta Sawada, hereinafter 'HIS') regarding the 'New Destination Creation Project – Destination Create Project' (hereinafter 'DCP') (Note 1).

Purpose of the Agreement
Kaiyo Town is located at the southernmost tip of Tokushima Prefecture, facing the vast Pacific Ocean to the southeast. Much of the town is designated as part of the Muroto-Anan Kaigan Quasi-National Park, making it a region of rich natural beauty. It features stunning landscapes that change with the seasons, including the 'Takegashima Underwater Park' with vibrant Edamidoriishi coral and tropical fish, the 'Kaifu River' known as the ultimate clear stream, and the powerful 'Todoroki Falls,' listed among Japan's Top 100 Waterfalls—each showcasing the town's abundant water and greenery.
The town offers diverse activities such as surfing and sea kayaking. It is also known for fresh seafood delicacies like high-end ingredients such as spiny lobster and abalone, as well as local specialties like 'Kancha,' a traditional tea nurtured by Kaiyo’s favorable climate.
Additionally, Kaiyo preserves its historical and cultural heritage, including 'Jomanshi,' Shikoku’s oldest Zen temple, 'Aizome (Kaifu Indigo),' a traditional dyeing craft that embodies the beauty of 'Japan Blue,' and the 'Ohri Komoriuta,' a lullaby passed down through generations.
Sato Yume, together with its capital and business partner HIS, signed a comprehensive partnership agreement with Tokushima Prefecture in March 2025 (Note 2), and has since been supporting initiatives such as training guides for retreat tourism themed around 'Tokushima’s rivers,' while assisting in corporate attraction and visitor flow development.
Now, by signing this new agreement with Kaiyo Town on 'creating new destinations,' Sato Yume and HIS will fully leverage their expertise to develop tourism content incorporating local assets and promote inbound tourism. Through multifaceted collaboration—including creating relational populations and preserving the natural environment—they aim to realize Kaiyo Town’s full potential and contribute to sustainable regional revitalization and development.
