Satsuma BASE (Representative: Takahiro Shinchi), a platform for related population designed to circulate people and resources between the inside and outside of Kagoshima, is officially launching its business activities with the release of its official website (https://satsumabase.jp).
Satsuma BASE is a project aiming to create a "related population economic zone of 10 billion yen annually in Kagoshima" by connecting dormant values, people, money, and sentiments within the region and transforming them into a continuous economic cycle.
Amidst declining population, aging demographics, and shrinking regional economies, it is becoming difficult to sustain Kagoshima's future solely on its internal population and consumption. Therefore, it is essential to increase the number of people who continuously engage with Kagoshima from the outside, creating a system where people, money, jobs, and support circulate.
Satsuma BASE will foster diverse forms of engagement such as learning about Kagoshima, visiting, purchasing, supporting, creating jobs, and promoting it, thereby advancing the construction of a related population economic zone that continuously attracts investment for Kagoshima's future.

Creating a System for People, Money, and Sentiments to Circulate from Outside Kagoshima in an Era of Population Decline
As of June 1, Reiwa 8 (2026), Kagoshima Prefecture's population is approximately 1.5 million, a decrease of about 17,000 from the same month of the previous year.
A decrease in population is not just a reduction in numbers. It means less money spent in the region, fewer people to carry out tasks, declining tax revenue, and a weakening foundation supporting local activities and public services.
Assuming an annual consumption of approximately 1.35 million yen per resident, a population decrease of about 17,000 people corresponds to a loss of approximately 23 billion yen in annual purchasing power from the region.
Furthermore, while Kagoshima Prefecture's tourism consumption in Reiwa 6 (2024) showed a recovery trend at 236.8 billion yen, it remains about 48.8 billion yen lower than in Reiwa 1 (2019), before the COVID-19 pandemic.
If we continue to rely solely on the internal population and consumption, local businesses and operators will see reduced sales, fewer job and employment options, and this will impact the quality of life and sense of security for the people living in Kagoshima.
And this is not just a problem for Kagoshima. If regions merely compete for a shrinking domestic market, Japan as a whole will gradually weaken. It is essential to circulate people and value between the inside and outside of regions, creating a system where money, jobs, opportunities, and support continuously flow in from outside the region.
Kagoshima Today: Population Decline and Shrinking Regional Economy
The "related population" that Satsuma BASE aims for is not just people who visit once as tourists.
It refers to people who learn about Kagoshima, visit, buy its products, support it, create jobs, and promote it. This includes people who buy Kagoshima's products, make hometown tax donations, participate in events and experiences, support regional projects, work with local businesses, and spread Kagoshima's appeal both domestically and internationally. Each of these continuous engagements brings new money, jobs, opportunities, and support from outside Kagoshima.
The "related population economic zone of 10 billion yen annually" advocated by Satsuma BASE can be achieved if 100,000 people engage with Kagoshima by 100,000 yen each annually.

"I want to leave Kagoshima, the place where I was born and raised, as a place that my children, grandchildren, and future generations can be proud of." Satsuma BASE began with that sentiment.
Kagoshima has abundant nature, food, culture, history, and attractive people who live rooted in the region. However, in the face of population decline, aging, outflow of talent to urban areas, and changes in the global economy, it is not easy to preserve the region's richness.
On the other hand, many values in Kagoshima remain undiscovered.
When I left Kagoshima at the age of 24, I realized the charm of my hometown only after leaving, and discovered values that I could only see through encounters with people from outside the region. Satsuma BASE will shed light on these values that emerge at the intersection of the inside and outside of the region, deliver them to people both domestically and internationally, and circulate the resulting interest, consumption, support, jobs, and investments for the region's future.
