Omu Town (Mayor: Kenji Takahashi, hereinafter "Omu Town") and Stellar Green Inc. (Head Office: Chuo-ku, Tokyo, President & CEO: Akinori Nakamura, hereinafter "Stellar Green"), which develops support businesses for the creation of forest carbon credits, signed a partnership agreement on March 26, 2026 (Thursday) towards the realization of carbon neutrality.

Through this partnership agreement, Omu Town will work towards the realization of carbon neutrality and sustainable town development by promoting the visualization and valorization of forest resources in Omu Town. In the future, a wide range of activities are planned, including the creation of forest carbon credits and the utilization of regional resources.

Outline of the Partnership Agreement

2. Objective

By collaborating, Omu Town and Stellar Green will promote initiatives aimed at achieving carbon neutrality in Omu Town and fostering sustainable town development.

3. Matters of Cooperation (1) Matters related to initiatives for realizing a decarbonized society.

(2) Matters related to demonstration projects for the creation of forest carbon credits.

(3) Matters related to the promotion of sustainable primary industries.

(4) Matters related to the utilization of regional resources and the promotion of related businesses.

(5) Other matters related to regional revitalization.

Background of the Partnership Agreement Signing

In Omu Town's "6th Basic Plan" in 2018, the town set policy goals for building a circular society and conserving the natural environment. In December 2024, the town council declared "Zero Carbon City," expressing its commitment to achieving net-zero CO₂ emissions by 2050. In March 2025, the "Global Warming Prevention Action Plan (Administrative Business Edition)" was formulated, setting a target to reduce greenhouse gas emissions by 50% by FY2030 compared to FY2013. Furthermore, starting in FY2025, a subsidy system for residential solar power generation will be introduced to promote the adoption of renewable energy.

Approximately 74% of Omu Town's total area is covered by forests. From a decarbonization perspective, converting these abundant forest resources into economic value is a critical challenge.

Against this backdrop, Omu Town has entered into this partnership agreement to collaborate with Stellar Green, which possesses expertise and a track record in forest valuation, and to advance initiatives that link the value of forest resources to economic value.
