[Key Lecture Contents] Electricity system reform has progressed with institutional development aimed at promoting competition and improving efficiency. However, in recent years, its very premise has been shaken by rising geopolitical risks and economic security concerns. In particular, instability in the Middle East and disruptions in resource supply chains have directly impacted electricity supply and demand through soaring fuel prices and supply constraints, making the assurance of "stable supply" a heavier policy challenge than ever before. In this environment, it is indispensable to incorporate perspectives such as securing supply capacity and strengthening resilience into the system, beyond merely pursuing market efficiency. The capacity market, supply-demand adjustment market, and the simultaneous market and medium-to-long-term trading market, which are under consideration for introduction, are required to evolve in a direction that enhances resilience against such external risks.
This lecture will organize the basic mechanisms and interrelationships of these markets, and provide an easy-to-understand explanation of the forefront of institutional design based on geopolitical constraints, returning to the essence of the electricity business. The lecturer, who was involved in drafting the "Basic Energy Policy Act," often called the constitution of energy policy, and currently serves as a committee member for the Agency for Natural Resources and Energy and OCCTO, will explain the fundamentals and essence of the capacity market in Part 1, titled "Learning from Scratch: Electricity Business and Capacity Market," and the fundamentals and essence of the supply-demand adjustment market and its relationship with the simultaneous market in Part 2, titled "Learning from Scratch: Electricity Business and Supply-Demand Adjustment Market & Simultaneous Market."
