On the morning of April 9, at around 9:00 a.m., Yunlin County Magistrate Chang Li-shan's vehicle was rear-ended by a concrete mixer truck while stopped at a red light at the intersection of Provincial Highway 158A and National Highway 3. At the time, Magistrate Chang was en route from Gukeng to the Yunlin County Police Department for a meeting.

Chang stated that no one in the vehicle sustained injuries, though all occupants were startled. The vehicle, however, suffered severe damage: the rear cargo compartment was dented and could not be opened, the rear bumper broke off, and the windshield cracked.
