Huatan Township in Changhua County began distributing NT$6,000 in economic revitalization funds per person starting July 20, 2026. The first distribution site was Baya Village, attracting many residents who arrived early to queue. In response to public concerns about the financial impact of such a large payout, the Huatan Township Office explained that approximately 42,000 residents qualify, totaling NT$260 million. The funds primarily come from the township's previous year's budget surplus.

The office stated that over the past year, various cost-saving measures have been implemented, while tax revenues have significantly increased—inheritance tax by NT$36.9 million, gift tax by over NT$3 million, property tax by over NT$5 million, and deed tax by over NT$5 million. With annual revenues of NT$430 million and expenditures of NT$360 million, the township achieved a surplus of NT$70 million, ensuring a solid financial foundation. The distribution will not burden local finances.

Two-Stage Distribution Plan: Where to Collect if You Miss the First Round

Huatan Township Council Chair Shen Wen-sheng stated that a two-stage,分流 distribution mechanism has been implemented to ensure order and convenience.

Stage One runs from July 20 to August 14, daily from 12:00 PM to 4:00 PM. Township staff will visit designated community centers, assembly halls, or temples in all 18 villages. The first day was held at Baya Village Community Center, followed by Huatan Village, Qiaotou Village, Zhongzhuang Village, Zhongkou Village, San Chun Village, Baisha Village, Beikou Village, Nankou Village, Lunya Village, Wende Village, Jindun Village, Yanzhu Village, Wandong Village, Changsha Village, Liucuo Village, Yongchun Village, and concluding at Changchun Community Center on August 14.

Stage Two runs from August 19 to November 30. Residents who missed the first round can collect their funds every Wednesday from 9:00 AM to 4:00 PM at the Huatan Township Office. No claims will be accepted after the deadline.

What Documents Are Required for Collection? 4 Key Rules

To prevent residents from making unnecessary trips due to incomplete documentation, Chair Shen emphasized strict on-site verification. Residents should carefully prepare the following:

- For personal collection: the recipient’s original ID card and personal seal. - For family proxy collection: a power of attorney, the principal’s ID, the proxy’s original ID, and household register or household transcript. - For minors: legal guardians must apply on their behalf, presenting both the guardian’s and child’s ID documents and seals. - All proxies or legal guardians must present their own original ID and seal for verification.
