On July 16, the Ministry of the Interior announced that in coordination with the Executive Yuan's approval of adjusted compensation for military personnel, civil servants, and educators, the subsidy standards for local public officials will be raised accordingly. The total subsidy for assistants to city and county councilors, as well as the administrative subsidies for village (li) and neighborhood (zhang) chiefs, will be increased effective retroactively from July 1, 2024. A further across-the-board 4% increase will take effect on January 1, 2027 (Minguo Year 116), aligned with the general adjustment for military, civil servants, and educators.
After the adjustments, for example, the monthly total assistant subsidy for a municipal councilor will rise from the current NT$320,000 to NT$336,880 starting July 1, 2024, and further increase to NT$350,355 on January 1, 2027. The monthly administrative subsidy for village (li) chiefs will increase by NT$16,160 (NT$17,392 in indigenous regions).
The Ministry also disclosed the detailed calculation formulas and legal basis for this adjustment.
According to Articles 6 and 7 of the "Regulations on Subsidies for Local Representatives and Administrative Subsidies for Village and Neighborhood Chiefs," when national civil servants receive across-the-board adjustments to their allowances, subsidies for councilor assistants and village/neighborhood chiefs must be adjusted proportionally. The adjusted amounts and implementation dates are to be officially announced by the Ministry of the Interior.
The implementation timeline aligns with the Executive Yuan's adjustment of military, civil servant, and educator benefits:
- Phase One (retroactive): Effective July 1, 2024 - Phase Two (across-the-board increase): Effective January 1, 2027, with a 4% rise

The Ministry revealed the calculation methodology:
Assistant Subsidy Calculation: Based on the salary of a Grade 3, Level 1 appointed civil servant (NT$42,970), which approximates the average assistant salary, a NT$2,000 increase equates to approximately a 4.65% adjustment rate. This rate is applied to the current subsidy amount, with an additional adjustment of NT$2,000 for the office supervisor.
Village (Li) Chief Subsidy Calculation: Recognizing village and neighborhood chiefs as essential grassroots personnel who assist central and local governments in policy implementation and play critical roles in disaster prevention and elderly care in an aging society, a flat increase of NT$4,000 per month is applied (with additional increments in indigenous regions as stipulated).
The Ministry added that it will officially announce and notify all local governments of the implementation timeline, urging them to prepare the necessary budget procedures for the increased subsidies in 2024 and 2027 to ensure smooth implementation.
