The Hsinchu City Government is conducting a comprehensive review of urban planning public facility land that has remained unacquired for over 25 years, implementing overall development through public land readjustment projects to fulfill the policy goal of 'de-designating public reserved land and returning land to the people.' On the 22nd, Mayor Ann Kao announced the launch of the 'Hsinchu City Comprehensive Review of Public Facility Land Use – Procurement Integrity Platform for Land Readjustment Projects,' inviting participation from prosecutors, investigators, the National Land Management Agency, the Land Readjustment Engineering Office, the Public Construction Commission, and related contractors. Through inter-agency cooperation, information transparency, and risk early-warning systems, the city aims to jointly build an open, transparent, clean, and efficient public construction environment.

Mayor Kao shared two pieces of good news with the public. First, the comprehensive review of public facility land in Hsinchu City has entered a crucial phase. Last year’s CPC Oil Depot public land readjustment project was the first to introduce the procurement integrity platform mechanism. With support from the Hsinchu District Prosecutors Office and central government agencies, the city established a transparent and open implementation model, earning the '27th National Construction Golden Quality Award' – the top national honor in the planning and design category. This not only recognizes the city government’s efforts but also signifies that Hsinchu’s approach to public land readjustment via the procurement integrity platform has received high acclaim from professional evaluators.

The second piece of good news is that the city’s comprehensive review of public facility land has achieved phased results. In fiscal year 2026 (115), priority will be given to advancing two land readjustment projects: 'Chaoshan Bian 33' and 'Keyuan Bian 44,' with a total area of approximately 4.69 hectares and a total budget of about NT$390 million. Notably, 'Chaoshan Bian 33' marks the first public land readjustment project in the Xiangshan District in 38 years. The city has already held multiple local briefing sessions to actively communicate with residents and build community consensus.

Kao emphasized that the procurement integrity platform has been integrated from the initial planning stage, enabling cross-agency collaboration, information disclosure, public oversight, and risk forecasting to proactively identify potential integrity risks at every phase. This approach prioritizes prevention over punishment, creating an environment where civil servants can act decisively and contractors can fulfill their obligations with confidence, ensuring urban development progresses steadily under a transparent and sunlight-driven system.

Kao noted that land readjustment involves procurement bidding, construction work, and land allocation, engaging numerous stakeholders. The integrity platform serves not only as a vital communication channel between administrative and judicial authorities but also effectively reduces integrity risks during implementation. In cases of bid-rigging, contract manipulation, illegal lobbying, violent coercion, or other unlawful interventions, the city will closely collaborate with the Hsinchu District Prosecutors Office, adhering to the principle of lawful investigation without wrongful conviction or leniency, jointly safeguarding a fair competitive environment and public interest, and ensuring all readjustment operations proceed legally, openly, and transparently.

'The launch of the procurement integrity platform is not only a concrete practice of integrity governance but also represents the city government’s commitment to integrating clean administration into every phase of major public construction projects,' Kao stressed. Moving forward, the city will continue to integrate resources from the judiciary, anti-corruption agencies, scholars, experts, and central government bodies to refine risk management mechanisms for major engineering projects. This ensures every public construction project withstands scrutiny and every public resource delivers maximum value, working hand-in-hand with citizens to build a clean, livable, and sustainable technology city.
