Enterprises are transitioning from proof-of-concept (PoC) to full-scale commercial deployment of generative AI, making data security, regulatory compliance, and AI governance critical challenges in corporate AI development. IBM and VisionBay, a subsidiary of Foxconn Technology Group, announced their collaboration at IBM's annual customer event, Think, held in Singapore on the 21st. The partnership aims to jointly build an enterprise AI platform and expand the VisionBay AI App Store, initially targeting regulated industries such as finance, telecommunications, and government. Starting from the Taiwan market, the platform will gradually expand across the Asia-Pacific region to accelerate enterprise AI adoption.
This collaboration leverages the respective technological strengths of both parties. VisionBay provides AI computing power and cloud operations capabilities, while IBM contributes the Red Hat OpenShift hybrid cloud platform as the foundational infrastructure for AI workloads, and supports model development and AI governance through its watsonx AI suite. Together, they are creating a comprehensive platform covering model development, fine-tuning, deployment, governance, and AI services, helping enterprises move AI workloads from experimental stages to production more quickly and efficiently, while meeting enterprise governance and consistent management requirements.
Another key aspect of the partnership is the expansion of the VisionBay AI App Store’s enterprise service capabilities. Through this platform, enterprises can directly access ready-to-use AI agents and customized AI applications, developing, deploying, and managing them within a secure environment. The platform emphasizes three core capabilities: data residency, operational autonomy, and governance and regulatory compliance. This ensures that data, models, and intellectual property remain within compliant jurisdictions, meeting the security, audit, and regulatory requirements of regulated sectors such as government and finance.
IBM and VisionBay have introduced a 'Build-Operate-Localize' model, aiming to help governments and regulated industries establish secure and trustworthy AI operations platforms. This not only accelerates enterprise AI service deployment but also enhances local control over critical infrastructure, while promoting AI talent development and creating business opportunities across the ecosystem.
The partnership also marks VisionBay’s strategic expansion from AI infrastructure into enterprise AI software and application ecosystems. Beyond GPU computing and supercomputing services, VisionBay will integrate more enterprise-grade AI solutions through the AI App Store, starting from Taiwan and gradually expanding across the Asia-Pacific market to serve government, financial services, telecom, and other regulated industries, further broadening its enterprise AI platform footprint.

Through this partnership with VisionBay, IBM aims to help enterprises and regulated industries drive AI transformation in a fast-changing business environment via an open, flexible, and secure AI platform. By combining VisionBay’s AI infrastructure with IBM’s expertise in enterprise AI, hybrid cloud platforms, and technical services, the two companies will help Asia-Pacific enterprises deploy AI applications in a more secure, autonomous, and consistent manner.
From an industry perspective, the enterprise AI market is evolving from merely providing GPU computing power to an integrated, one-stop service model combining infrastructure, platforms, and applications. This IBM-VisionBay collaboration encompasses three architectural layers: GPU as a Service (GPUaaS), AI Platform as a Service (AI PaaS), and AI as a Service (AIaaS).
