The Central Weather Administration (CWA) stated that a tropical depression located over the sea east of the Philippines is just one step away from becoming a typhoon and is expected to strengthen into this year's 12th typhoon, 'Noul'. The CWA anticipates issuing a marine typhoon warning as early as 11:30 PM on the 23rd. Typhoon Noul is expected to make its closest approach to Taiwan during the daytime on Saturday (25th), with Hualien-Taitung and the Hengchun Peninsula under strict alert for torrential rain. There is also a chance of localized heavy rain in southern regions.

Typhoon Noul forming soon! CWA to issue marine warning by 11:30 PM tonight, closest to Taiwan on Friday the 25th, 3 areas on high alert for torrential rain

CWA forecaster Tseng Chao-cheng stated that if the tropical depression east of the Philippines develops into a typhoon tonight as expected, its radius of gale-force winds will be approximately 150 kilometers. The system is on the verge of becoming a typhoon; if it strengthens into Typhoon Noul, the 12th typhoon of the year, a marine typhoon warning is expected to be issued by 11:30 PM.

After formation, Noul is expected to move steadily, passing through the Bashi Strait and the sea south of Taiwan while maintaining a minimal typhoon intensity. However, once it enters the South China Sea, it still has room to intensify and could possibly make landfall in Guangdong, China, as a moderate typhoon.

In addition to strong winds and heavy rain, the CWA has issued warnings for high temperatures and coastal wave conditions. On Friday (24th), due to foehn winds caused by southeast winds descending over mountains, northern areas may experience heatwaves. On Saturday (25th), the foehn effect expands to central and northern Taiwan, with localized highs possibly reaching 36–37°C. Elsewhere, temperatures will range from 32–35°C before rainfall.

From Thursday evening (23rd) through Sunday morning (26th), long-period waves are expected along eastern Taiwan (including Lanyu and Green Island), southwestern coasts, Hengchun Peninsula, and Penghu. The public is advised to avoid coastal activities.
