On December 16, 2025, Taiwan's Legislative Yuan passed the revised Civil Servants Retirement, Displacement, and Pension Act, officially ending the annual reduction of retirement benefit replacement rates starting in 2025. The Ministry of Civil Service (MOCS) will re-evaluate retirement benefits for approximately 180,000 retired civil servants nationwide, with any arrears to be paid by August 1, 2026. From that date onward, all payments will be made based on the newly recalculated amounts.

Many retired civil servants have expressed confusion after receiving their MOCS approval notices, noting discrepancies between the listed amounts and their actual disbursements. MOCS clarified that the figures shown in the notice's attachment represent the 'approved amount'—a statutory base calculated under Article 37 of the Pension Act—and do not reflect the final disbursement amount after adjustments.

The actual monthly payment deposited into retirees' accounts is calculated by multiplying the approved amount by the 'periodic pension adjustment rate' specified in Article 67 of the Pension Act. This rate varies depending on the individual's retirement date—for example, it was increased by 2% on July 1, 2022, and by 4% on January 1, 2024. Due to differing cumulative adjustment rates across retirement cohorts, calculations can be complex. To assist, MOCS has launched an online calculator.

Four-Step Calculator Guide: To help retirees understand their actual income, MOCS launched the 'Civil Servant Retirement Benefit Recalculation Payment Calculator' on July 21, 2026. Retirees can access the official MOCS calculator page (gov.tw/bwa), input data from their approval notice attachment accurately, and instantly receive their recalculated monthly payment amount.

1. Access the online system: Visit the MOCS calculator website. 2. Match with approval attachment: Prepare your approval notice and enter the required data precisely. 3. Receive instant results: After submission, the system automatically calculates your monthly disbursement amount.

MOCS emphasizes that the calculator's output is for reference only. The final, official amount will be determined by MOCS and communicated through respective payment agencies. These agencies will confirm each retiree's final payment amount by August 1, 2026. Retirees with questions about data entry or payment details should contact the personnel office of their former employer.

Back Payment Period and Appeals: Regarding the back payment schedule and retroactive scope, MOCS announced that the amendment took effect on December 28, 2025. Therefore, back payments will only cover the period from December 28, 2025, to July 31, 2026, for underpaid benefits. Payment agencies will automatically process and deposit arrears into designated accounts—no separate application is required. However, amounts deducted before December 27, 2025, including all of 2024, are not included in this back payment.

If a retiree finds discrepancies after using the calculator, they should first verify whether the approval notice data was entered correctly. If disputes arise over original calculations—such as credited years of service, base amounts, or payment rates—they may first request clarification from their former employer’s personnel office. If disagreements persist, they may submit a formal statement of opinion to MOCS under administrative procedures. For retirees marked as 'handled separately,' MOCS is currently re-evaluating cases individually and issuing revised notices progressively. Those who have not yet received their notices are advised to wait patiently for official delivery.
