Democratic Progressive Party (DPP) Kaohsiung City Council candidate Cai Bingcong officially launched his campaign office in the third electoral district (Gangshan, Qiaotou, Yanchao, Ziguang, Mituo, Yongan) on the 26th. The event drew a large crowd of supporters, with mayoral candidate Lai Ruilong, legislators Chiu Chih-wei and Chiu I-ying, and former councilor and Kaohsiung City Tourism Bureau Director Kao Min-lin attending to show their support. Together, they endorsed Cai Bingcong's bid for the crucial third seat in Greater Gangshan, chanting the slogan 'Bingcong Passes, Council Achieves Majority,' creating an energetic and enthusiastic atmosphere.

Cai Bingcong stated that he comes from an ordinary family, graduated from Kaohsiung Municipal Senior High School, and was admitted to National Taiwan University's Department of Electrical Engineering. Driven by a passion for public affairs, he transferred to NTU's Department of Sociology and later earned a master's degree from National Tsing Hua University's Graduate Institute of Sociology. Starting from grassroots assistant roles, he has gained experience across central government agencies, including the Presidential Office, Mainland Affairs Council, Ministry of Economic Affairs, and Taiwan Power Company, and aims to bring his accumulated administrative expertise back to his hometown to serve the community.
Cai pointed out that in 2014, the DPP secured the critical third seat in the Gangshan district, enabling the Kaohsiung City Council to achieve a majority for the first time. However, in the past two elections, the party narrowly missed this seat. He emphasized that Kaohsiung is at a crucial stage of development and construction, and winning this key seat in Greater Gangshan would ensure stable council support for municipal projects, preventing delays in the city's progress.
Using the construction of the Gangshan Interchange as an example, Cai explained that while the central government secures major infrastructure projects, local cooperation through urban planning and road design is essential to truly resolve traffic issues. If elected to the council, he will serve as a vital bridge between central and local governments, facilitating the advancement of local development and addressing residents' needs.
Lai Ruilong stated in his speech that Kaohsiung stands at a pivotal moment of development, requiring collaboration between central and local governments and the engagement of more talented young people in the council. Recalling his time working with Cai at Taipower, Lai praised Cai for always prioritizing citizens' needs, whether in power grid construction or post-typhoon emergency repairs, and expressed hope that Cai would become a new driving force for municipal progress.
Chiu Chih-wei personally draped the campaign sash over Cai Bingcong, symbolizing his official entry into the race. He highlighted Cai's comprehensive experience in central administration, legislative affairs, and local service, noting his excellent performance as campaign executive director. Chiu expressed confidence that Cai's youth and professional competence would make him the most effective public servant for the region.
Chiu emphasized that the DPP has narrowly lost the third seat in the past two elections. This time, Cai's campaign for the key seat in Greater Gangshan is a decisive battle that will determine the council's composition. He urged constituents to support Cai, the youngest and most experienced candidate, to ensure continued collaboration between central and local governments in securing development resources.
Kao Min-lin, Cai's senior from their time at National Taiwan University, noted that Cai is taking over her former service office, symbolizing the continuation of a service-oriented spirit. She believes Cai, with his youth, professionalism, and central government experience, will bring a new generation of energy to Greater Gangshan and deserves voter support.
Chiu I-ying highlighted Cai's strong academic background—Kaohsiung Municipal Senior High School, National Taiwan University, and National Tsing Hua University—along with his extensive central government experience, and called on the public to support him in returning to serve his hometown. She presented a bundle of green onions as a symbolic gift, representing 'Chong Chong Chong' (Charge Forward), wishing Cai a successful campaign.
In addition to Lai Ruilong, Chiu Chih-wei, Chiu I-ying, and Kao Min-lin, Kaohsiung City Councilor Ho Quan-feng, numerous local village chiefs, campaign volunteers, and community members attended to show their support. The campaign office was adorned with flower baskets and orchids, and supporters enthusiastically chanted 'Bingcong Passes, Council Achieves Majority,' demonstrating strong grassroots mobilization.
