The Ministry of Finance held the 'PPP Investment Conference and Awards Ceremony' on the 24th. Keelung City's investment promotion performance in 2025 stood out, securing the city's first-ever 'Triple Crown' in PPP investment promotion through the 'Badouzi Yacht Marina PPP Project,' developed in collaboration with Yago Yacht Group. The city swept three top awards: First Place in PPP Category Investment Excellence, First Place in Private-Sector Investment Excellence, and First Place in Contract Signing and Performance Incentive Funding—marking Keelung’s best performance since participating in national PPP initiatives.
The city received over NT$43 million in incentive funding. Mayor Hsieh Kuo-liang attended the ceremony to witness this historic moment, with City Secretary-General Hsieh Hsiao-kun accepting the awards on behalf of the municipal government. The 'Badouzi Yacht Marina PPP Project' involves a total investment of NT$2.5 billion, earning Keelung NT$43 million in contract signing incentives and NT$300,000 in performance bonuses—totaling NT$433 million. This achievement highlights Keelung’s success in promoting private-sector participation in public infrastructure and has earned high recognition from the central government for its investment promotion effectiveness.
Mayor Hsieh stated that Keelung’s first Triple Crown is not only a testament to the hard work of the city team but also reflects strong endorsement from both central authorities and private enterprises regarding Keelung’s investment environment, administrative efficiency, and urban development potential. Moving forward, the city government will continue to prioritize public-private collaboration, actively advancing major public infrastructure projects and attracting high-quality investments. By leveraging investment to drive construction and construction to fuel development, Keelung aims to become a more livable, business-friendly, and competitive marine city—ensuring citizens share in the benefits of urban growth.
Investment Promotion to Enhance Marine City Tourism Visibility
The award-winning 'Badouzi Yacht Marina PPP Project' adopts a combined ROT (Rehabilitate-Operate-Transfer) and BOT (Build-Operate-Transfer) development model. It will upgrade existing floating and quay docks, and construct a yacht club, boat storage, maintenance facilities, and approximately 3,000 ping of commercial space offering dining, retail, leisure, and accommodation services. Integrated with marine recreational activities such as diving, sailing, and fishing, the project aims to develop an internationally recognized yacht harbor, establishing a key yachting tourism hub in northeastern Taiwan. This will drive local economic and tourism development, further elevating Keelung’s marine city brand and global visibility.
The Keelung City Government will continue to launch new PPP opportunities. At the Ministry of Finance’s investment conference, two new promising collaboration projects were introduced: the 'Keelung City Social Welfare Comprehensive Park BOT+ROT Project' and the 'Keelung City National Sports Center Operation Transfer Project.' By actively introducing private capital, professional management, and innovative energy, the city aims to continuously improve public service quality, demonstrate Keelung’s strong urban development potential, and work with the private sector to build a sustainable, mutually beneficial city.
