Taipei Mayor Chiang Wan-an has once again raised the issue of a no-confidence vote against the cabinet, stating that numerous Kuomintang (KMT) legislators have privately discussed the matter with him, sparking political attention. In response, former legislator Lin Cho-shui asserted that while the political feasibility of such a move remains uncertain, its 'constitutional significance' is immense. He emphasized that activating mechanisms like no-confidence votes, dissolution of the legislature, and re-election could revitalize checks and balances, calling it 'something of monumental importance.'
In a Facebook post, Lin highlighted the first significance: the mechanism for resolving political deadlock—no-confidence motions, dissolution, and re-election—is finally being considered for actual use. Even if some argue that toppling the cabinet would be ineffective, the mere possibility of operationalizing the mechanism holds value.
Lin stated, 'If a no-confidence vote proves effective, it would be a blessing.' Conversely, if it fails, the outcome would still be harmless to political parties but could lead to a collective realization that former President Lee Teng-hui’s constitutional reforms were indeed deeply flawed and that constitutional revision is urgently needed.
He stressed that even without constitutional amendments, the staggered terms between the president and legislators—similar to the U.S. model with a four-year presidential term, six-year Senate terms, and two-year House terms—could invigorate the system of checks and balances. 'These are all matters of the greatest magnitude,' he reiterated.
