Why is a nearly NT$10 billion procurement worthy of serious public scrutiny?
A few days ago, the Army's 'TK15008L Broadband Radio Procurement' officially failed to attract competitive bids. The project has a total budget of up to NT$9.5988 billion (nearly NT$9.6 billion), planning to procure 6,050 sets of tactical communication equipment. The goal is to comprehensively upgrade the communication resilience, command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities of Taiwan's ground forces in a digital battlefield environment, as well as the joint operational effectiveness among different military branches.
However, the most concerning aspect of this significant military procurement, which is crucial for rebuilding the military's battlefield nervous system, is not whether communication capabilities should be enhanced, but that only one company participated in the bidding. Under the massive market opportunity of nearly NT$10 billion, the result of a single bidder highlights deep-seated issues in Taiwan's defense procurement system regarding competitiveness, transparency, and cost verification mechanisms.
For any major defense procurement, a single bidder does not necessarily indicate flaws or unreasonableness in the procurement process. In modern military supply chains, certain specific high-end equipment may have only a very limited number of qualified suppliers due to extremely high technical barriers, strict military product safety certifications, original manufacturer authorization restrictions, or special national security considerations. However, when the procurement amount reaches nearly NT$10 billion and the equipment will dominate the tactical communication backbone of military units for the next few decades, the responsible authorities have a greater responsibility to clearly explain to the legislature, industry, and the public:
- The fundamental reasons for the lack of market competition: Is it due to insufficient domestic and international industrial supply capacity, or has the procurement system operation cut off potential competitors? - Whether procurement requirements and specifications are overly restrictive: Was the specification drafting process too narrow, or even tied to a single specification, inadvertently excluding other mature products with battlefield experience? - The cost structure and unit price formation process: In the absence of competitive bidding and price comparison, how can the military ensure that the nearly NT$10 billion budget is entirely reasonable? - The substantive benefits of combat capability acquisition: How to prove that the military ultimately acquires the 'best battlefield operational capability' rather than merely completing the procurement procedure?
What truly deserves scrutiny is not the single-bidder situation itself, but whether Taiwan possesses the procurement governance capability to verify the rationality of requirements, cost transparency, and combat effectiveness benefits in major defense projects worth nearly NT$10 billion.
The issue is not 'overpaying,' but the lack of verifiable cost transparency
Defense procurement is most prone to fall into two extreme rhetorical pitfalls: one view holds that as long as it concerns national security and life-or-death matters, price should not be discussed; the other view intuitively believes that high prices represent unreasonable procurement. In fact, neither is a mature approach to defense governance.
The cost structure of military communication systems is by no means a simple commercial logic of 'how much does one radio cost.' The true price of a complete set of military-grade tactical communication equipment encompasses multiple complex, highly customized modules and logistical support:
- Military encryption modules: including classified-level algorithms, hardware anti-tampering chips, and key management mechanisms. - System integration and command-and-control software interfaces: requiring seamless integration with the military's existing strike platforms, radar stations, and command post vehicle systems. - High-intensity environmental adaptability testing: including shock resistance, waterproofing, weather resistance, and communication reliability verification under electronic interference environments. - Training and simulation systems: training systems and supporting curricula for operators and logistics maintenance personnel. - Spare parts and full life-cycle logistics support (ILS): ensuring long-term maintenance support to prevent equipment downtime due to parts shortages over the next 10-15 years.
Therefore, what truly needs to be examined is not simply 'how much does one radio cost,' but: after the nation invests nearly NT$10 billion, how much quantifiable and verifiable communication capability does the military actually purchase? The problem is that if the public cannot understand the cost structure, it is difficult to judge whether the budget aligns with future operational capability needs.
International cases show: mature procurement should establish transparent competitive mechanisms
Take the U.S. NASA Shared Services Center and the U.S. Navy's public procurement of the Silvus StreamCaster 4480/4240 series of high-end MANET tactical radios as examples. Their procurement documents publicly disclose equipment models, antennas, power supplies, cables, and related accessories, and allow queries on procurement methods, evaluation principles, and final award information. The importance of this institutional design lies in the fact that the government does not just announce 'how much was spent,' but allows the public to understand: what capabilities do the purchased equipment possess? Why are these equipment needed? How many companies competed? How was the price formed?
In contrast, this case has a total budget of nearly NT$9.6 billion, with only one company ultimately bidding. Even if the procurement result is legally completed, there should still be further explanations on the reasons for the formation of market competition and whether the cost structure meets international comparison benchmarks. Especially since this procurement involves 6,050 sets, theoretically possessing economies of scale. If, after considering different mission requirements and differences in additional services, the average budget per set in this case still shows a significant gap compared to international public procurement cases of similar high-end MANET tactical communication systems, the competent authority must explain its cost structure and sources of differences, including:
- How much additional cost is incurred by military security and encryption requirements? - What proportion is attributed to encryption and localization requirements? - What proportion is attributed to system integration and full life-cycle logistics maintenance?
Transparent explanations do not weaken national defense but strengthen it and establish legitimacy.
Taiwan needs to move from 'specification procurement' to 'capability procurement'
For a long time, Taiwan's defense procurement has easily fallen into a structural problem of specification orientation: proposing requirements, writing highly detailed technical specification documents, and seeking products that meet the specifications. However, the modern battlefield has changed. The Russia-Ukraine war has proven that what truly matters for communication systems is not paper performance, but whether they can still support troops in completing missions under interference, disconnection, and cyber-attack environments. Therefore, future communication procurement should undergo a three-dimensional transformation:
First, establish a 'capability-oriented' demand mechanism
Do not just ask 'what model is needed?' but ask 'what communication capabilities do the troops need?' This includes anti-interference capabilities under high-intensity electronic interference, self-organizing network (MANET) and dynamic routing capabilities in infrastructure-less environments, interoperability across military branches, and battlefield communication resilience. Only by being capability-oriented can excellent manufacturers with different technical approaches but achieving the same combat effectiveness goals participate in competition.
Second, establish an 'international benchmarking, independent cost review, and full life-cycle cost (LCC)' system
Major defense procurements should incorporate international public procurement case comparisons and market benchmarking, independent cost review panel mechanisms, technology maturity assessments, and full life-cycle cost analysis (covering maintenance, upgrades, and disposal) during the planning and budgeting stages to avoid controversies over price reasonableness after procurement completion.
Third, avoid single supply chain risks and establish a diversified resilient system
Defense communication is the battlefield nervous system. If important communication equipment relies long-term on a single supply source, it may pose significant risks for wartime replenishment, upgrades, and maintenance in the future. Therefore, procurement systems should encourage open architectures, diversified supply chains with international competition, and domestic integration capabilities, rather than merely pursuing the completion of one-time construction projects.
Conclusion: What the people need is not cheap military procurement, but highly credible national defense capabilities
Facing an increasingly heightened security environment, enhancing national defense capabilities is a necessary option for Taiwan. However, the higher the national defense investment, the stricter the institutional requirements must be. What truly deserves discussion in this case is not just the NT$9.6 billion budget, but whether Taiwan has already established the defense procurement governance capability sufficient to support future battlefield needs. A mature defense procurement system is not about avoiding spending, but ensuring that every investment is transformed into verifiable combat effectiveness.
Therefore, what society expects is not the 'cheapest military procurement,' but the 'most credible military procurement.' What the nation needs is not to reduce defense investment, but to ensure that every investment withstands battlefield demands, professional scrutiny, and public oversight.
