To effectively prevent traffic accidents and correct unsafe driving behaviors, the Miaoli County Police Department has announced the official installation of 'multi-functional tech enforcement systems' at two key, busy intersections in Toufen City and Zhunan Township. These systems will enforce regulations against red-light running, improper turning or lane changing, and vehicles failing to yield to pedestrians, with penalties officially taking effect from November 1, 2026.

Miaoli County Police Department stated that many serious traffic accidents and casualties stem from drivers’侥幸 violations. The newly installed technology will monitor and enforce against three major violations—red-light running, improper turning or lane changing, and failure to yield to pedestrians—24 hours a day, with enforcement officially beginning at 00:00 on November 1, 2026.

The new tech enforcement systems are fully focused on key traffic corridors in Toufen and Zhunan:

- Toufen City: Intersection of Zhongxing Road and Jianguo Road - Zhunan Township: Intersection of Bo'ai Street and Longshan Road Section 1

To allow road users time to adapt, authorities have designated a three-month awareness period from August 1 to October 31, 2026. During this time, the police will use news releases, online platforms, and on-site campaigns to educate the public and promote safe driving habits.

After the awareness period ends, the systems will officially go live at 00:00 on November 1, 2026. Any violation detected by the system and confirmed by personnel will be directly cited and fined according to law.

Miaoli County Police Chief Li Chung-ping emphasized that traffic safety cannot rely solely on enforcement but requires self-discipline and cooperation from all road users. Drivers must obey traffic signs, road markings, and signals when approaching intersections, use turn signals properly when turning or changing lanes, and must stop and yield to pedestrians when approaching crosswalks.

Chief Li stated that the core purpose of implementing tech enforcement is not to issue fines, but to reduce violations and accidents through technological assistance, collectively building a safer, more pedestrian-friendly traffic environment.

Fine for Red-Light Running:

Drivers caught running a red light at a signalized intersection face a fine of between 1,800 and 5,400 New Taiwan Dollars.

Fine for Improper Lane Changing:

According to the Road Traffic Safety Rules, while there is no specified duration for turn signal use, drivers must use turn signals throughout the entire process—from maintaining their original lane, initiating the lane change, to completing it. Failure to use turn signals when turning or changing lanes incurs a fine of 1,200 to 3,600 NTD; on highways, the fine ranges from 3,000 to 6,000 NTD.

Fine for Failing to Yield to Pedestrians:

According to the Road Traffic Management and Penalty Act, if motor vehicles fail to stop before proceeding at an intersection or cause an accident due to not yielding, especially when a side-road vehicle fails to yield to main-road traffic, the driver may be fined between 600 and 1,800 NTD. If a vehicle fails to stop and yield to pedestrians at a crosswalk or legal pedestrian crossing, the fine ranges from 1,200 to 6,000 NTD.
