Chang advocates for expanding 24-hour temporary childcare services, improving maternity parking spaces, and enhancing pedestrian environments for families with young children. He aims to create safer, more convenient public spaces where parents can push strollers without competing with vehicles.
He pointed out that while Kaohsiung has launched initiatives like 'Xiong Hao Yun' and 'Hao Yun Xing De Tong,' and the central government provides the '0 to 18 Years Growth Allowance,' only through collaboration between central and local governments can childcare policies achieve greater impact.
Chang emphasized that low birth rates are not solely due to economic factors but are closely tied to childcare environments, quality of life, and societal inclusiveness. Beyond financial aid, improving public infrastructure is essential to encourage families to have children and raise them with confidence.
If elected to the Kaohsiung City Council, he plans to push for expanded 24-hour temporary childcare, review maternity parking allocation in commercial and shopping areas, and promote child-friendly walkways and park upgrades.
