Minister of the Interior Liu Shih-fang held a press conference today (30) to officially announce that the Ministry of the Interior has petitioned the Constitutional Court to declare the Unification Promotion Party (UPP) unconstitutional and dissolve it. National security officials stated that dissolving political parties for constitutional violations is not unprecedented in Taiwan, citing multiple democratic nations that have used judicial means to ban parties deemed threats to constitutional order. They emphasized that the UPP has long undermined Taiwan's social peace, national security, and democratic system, causing public unrest, and that seeking dissolution through the Constitutional Court is necessary to reassure the public.

In 2024, Taiwan's Investigation Bureau revealed that the UPP spokesperson allegedly received financial support from Chinese authorities and, as a host for radio stations such as Jiayun Broadcasting, engaged in cognitive warfare and infiltration operations on behalf of China, damaging Taiwan's national security. In 2025, the Taiwan High Court Kaohsiung Branch ruled that the party's deputy secretary-general, Wen Long, collaborated with Chinese intelligence agents, following their instructions to contact active and retired military officers, assisting China in intelligence gathering and infiltration missions in Taiwan. Moreover, a high proportion of the party's leadership has ties to the Bamboo Union gang. Between 2010 and 2024, 134 UPP members were investigated and convicted in cases involving murder, robbery, and transnational human trafficking.

National security officials noted that dissolving parties over violent or subversive activities is not unique to Taiwan. Many democratic countries have used judicial processes to ban parties threatening constitutional order. Comparing the actions of such banned parties abroad with those of the UPP, they argued that dissolution is an inevitable and justified response.

They cited Spain’s Batasuna Party, internationally recognized as the political wing of the Basque terrorist organization ETA. Batasuna repeatedly instigated public disturbances, created social terror, and even assassinated police officers, military officers, and government officials. Successive Spanish governments treated the party as a major security threat, and it was ultimately dissolved by the Supreme Court, formally ending all activities in 2013.

The case of South Korea’s Unified Progressive Party (UPP) was also referenced. The party was accused of promoting North Korea and undermining democracy. In 2014, party leader Lee Seok-ki and members plotted to attack and sabotage South Korea’s communication systems and oil storage facilities, and even planned to cooperate militarily with North Korea in the event of war. South Korea’s Constitutional Court ruled that the party’s true purpose aligned with North Korea’s strategic goals—to overthrow South Korea’s free democratic system and amend its constitution—violating fundamental democratic principles, and thus ordered its dissolution.

Officials analyzed that courts in various countries base party dissolution rulings on whether the party poses a threat to national security or undermines democratic systems—not merely on political dissent or criticism of the government. In South Korea’s case, evidence included secret meeting recordings and concrete plans to destroy infrastructure. In Spain, evidence showed long-term financial and personnel overlaps with terrorist organizations.

They concluded that the UPP has long damaged Taiwan’s democracy and rule of law, aided China in recruiting retired officers, and infiltrated temples, posing a serious threat to national security. With numerous members, including high-ranking officials, convicted in criminal cases, the Ministry of the Interior’s petition to dissolve the party via the Constitutional Court is a necessary step to ensure public safety.
