According to media reports, Qiu Jingcheng, the de facto head of Holy Stone Gold, which is accused of illegal fundraising, continued actively managing group affairs even after being imprisoned. Due to restrictions on regular inmate visitation, Qiu sought assistance through his sister Qiu Yanyu to request special visits from both KMT and DPP legislators, allowing him to communicate with the outside world and discuss business matters.
Zhou Keran, one of the initiators of the Wild Lily student movement, criticized the incident on Facebook, asking: "What motivation could lead DPP legislator Xu Fugui to personally conduct a 'special visit' with a fraud convict? Is this service entrusted by the people of Pingtung? Legislator Xu, please clearly and transparently explain yourself."
According to the Mirror Post, Holy Stone Gold primarily attracted investment in gold, claiming investors could profit from price differences. However, it was accused of deceiving consumers and illegally raising funds. Within two years, the company amassed over NT$18.1 billion in illicit gains, with more than 559 victims. The Taipei District Prosecutors Office indicted Qiu Jingcheng, Qiu Yanyu, and 36 others under the Banking Act, seeking 18-year prison sentences and a NT$4 billion fine for Qiu and three others.
The report stated that in 2023, Qiu Jingcheng was sentenced to 1 year and 2 months in prison for illegally operating gold futures trading, a ruling that has since been finalized. Qiu Yanyu then took over as head of Holy Stone Gold, while Qiu Jingcheng moved behind the scenes until his arrest in September of the previous year. Despite being imprisoned, Qiu continued to manage group operations. Due to limited visitation rights for regular inmates, he used his sister to seek legislative help for special visit applications.
The report noted that KMT legislator Lin Siming had accompanied group executives into Taipei Prison to meet with Qiu Jingcheng. DPP legislator Xu Fugui also assisted a lawyer in applying for a special visit, enabling Qiu to discuss matters with the outside.
Xu Fugui's office responded that Xu did not personally know the individual. The reason for the special visit, according to the office, was that Qiu claimed there was a miscarriage of justice in a prior company-related lawsuit and wanted a lawyer to file for retrial. As family members wished for the appointed lawyer to meet Qiu, the special visit was arranged. The visit occurred before the Holy Stone fundraising scandal became public. Xu only accompanied the lawyer to the meeting, did not discuss the case, and left immediately afterward.
Zhou Keran responded: "Truly astonishing! Can a DPP legislator really conduct a 'special visit' with an imprisoned fraudster and help discuss 'case details'? Can the DPP be associated with such a harmful case? What motivation drives Legislator Xu to personally visit a fraud convict in prison? Is this the service entrusted by the people of Pingtung? Legislator Xu, please explain transparently! While everyone is working to combat fraud, is only Legislator Xu providing 'service inside prison'? Are you bigger than the president?"
