The Water Resources Bureau of Kaohsiung City Government continues to advance the construction of sewage systems and user connection projects through a phased approach of 'year-by-year, district-by-district, and neighborhood-by-neighborhood.' As of the end of June this year, the number of households connected to the sewer system in Kaohsiung's sewer zones has surpassed 410,000, with the overall connection rate rising to 72.5%. This marks a significant increase from 61.02% before the mandatory connection program began in 2019, officially surpassing the 70% threshold.

The Bureau stated that prior to initiating user connection projects, resident explanation meetings and on-site alley inspections are conducted according to procedure. Construction is scheduled only after confirming site conditions. For private rear alleys not yet included in the mandatory connection program, as long as residents within the same drainage system cooperate and provide a minimum construction width of 80 centimeters and at least 75 centimeters of single-side drainage space and outlet, the site qualifies for construction, and sewer connections will subsequently be arranged.

Kaohsiung has progressively advanced sewage system construction in areas including Kaohsiung, Nanzih, Fengshan Creek, Linhai, Gangshan-Qiaotou, Qimei, and Dashu. Since launching the mandatory connection program in 2019, the Kaohsiung sewer zone has conducted hundreds of alley inspections in administrative districts such as Sanmin, Lingya, and Yancheng. A total of 8,410 households were notified to self-demolish illegal structures, with 6,942 completing the process—a self-demolition rate of 82%. For non-compliant illegal structures that hinder neighboring connections, seven cases have been legally penalized, demonstrating the city government's firm commitment to advancing sewage infrastructure.

The Bureau emphasized that an additional NT$3.9 billion will be invested over the next six years to complete sewer connections for another 50,000 households, aiming to increase the city's connection rate by another 10 percentage points and further perfect the urban sewage system. Sewer connections not only effectively improve drainage environments but also reduce odors and mosquito breeding, enhancing community environmental quality and residential comfort. The Bureau will continue promoting sewage system development, working with citizens to build a clean, healthy, and sustainable livable city in Kaohsiung.
