Premier Cho Jung-tai visited the Hsinchu Biomedical Park today (31), accompanied by National Science and Technology Council (NSTC) Minister Wu Cheng-wen and other officials, to inspect the park's development status and the progress of the 'Fourth Biotech Building' project. Hsinchu County Magistrate Yang Wen-ke and Hsinchu Science Park Director Hu Shih-min joined the inspection.

In his remarks, Magistrate Yang expressed gratitude for the central government's long-term investment and attention to Hsinchu County's biomedical industry development. He emphasized that the county government will fully support the medium- to long-term plan for the Fourth Biotech Building. He also reiterated a request for the central government to assist in accelerating the timelines for 'Sci-Park Phase III' and 'Taiwan Knowledge Park,' leveraging Hsinchu's technological industrial cluster advantages to build a more complete biomedical innovation ecosystem and enhance international competitiveness.

Yang stated that the county government is fully committed to integrating local and tech industries. For administrative procedures such as urban design review for the Fourth Biotech Building, the county will act with maximum efficiency. Premier Cho once emphasized that both the 'front yard' and 'back mountain' are important. The 'back mountain' project—Sci-Park Phase III—has entered the final review stage at the Urban Planning Committee. With full communication and support from landowners, he urged the central government to promptly schedule the review meeting. The 'front yard' Taiwan Knowledge Park, though previously advanced with central support, has recently seen slowed progress, and he called for continued collaborative advancement.

Yang emphasized that Hsinchu County is a key player in the NSTC's industrial advancement and holds a pivotal position in the global semiconductor industry. From the 1.4-nanometer process in Baoshan to future 1-nanometer and 0.7-nanometer processes, retaining core manufacturing facilities in Hsinchu is crucial. The county government will fully cooperate with the NSTC in early planning for future industries and expressed appreciation for the Premier's attention to Hsinchu's development.

In response, Premier Cho acknowledged the need for efficient local government cooperation in all regional developments. He thanked Magistrate Yang for demonstrating strong leadership in integrating the 'back mountain' and 'front yard' areas and addressing surrounding environmental issues, pledging to comprehensively review and resolve all related matters. Regarding the Fourth Biotech Building project, he urged the NSTC and Hsinchu Science Park Administration to strictly manage timelines and progress according to plan. He also called for Magistrate Yang and all stakeholders to work together to achieve new heights for Taiwan.

According to the Hsinchu County Department of Economic Development, the 'Taiwan Knowledge Park' is currently undergoing administrative hearing procedures jointly advanced by the county and the Ministry of Economic Affairs (MOEA). However, despite the MOEA launching formal hearing announcements and document processing since May, approval has yet to be granted. Meanwhile, 'Sci-Park Phase III' has been revised according to the project task force's recommendations and was resubmitted to the Ministry of the Interior on June 26, 2026, for continued review. The county government will fully cooperate and strongly urges the Executive Yuan to provide substantial assistance.

At the site, Director Hu Shih-min of the Hsinchu Science Park Administration briefed on the park's current development and the Fourth Biotech Building plan. In response to the booming biomedical industry and growing demand from companies seeking to establish operations, the park continues to expand both the quality and capacity of its biotech sector. Following the 2024 opening of the Third Biotech Building, the park is actively advancing plans for the Fourth Biotech Building, expected to attract 55 biotech companies and create 1,650 jobs, aiming to establish a world-class biomedical industry cluster.
