On the 31st, Hsu stated on Facebook that every conversation with frontline preschool teachers and principals leaves her with a deep impression: what concerns them most is not the evaluation itself, but the ever-growing administrative burden. After children leave school, teachers are still required to organize evaluation documents, prepare administrative paperwork, and repeatedly submit identical materials—making overtime a daily norm.

Hsu emphasized that the most important job of teachers should be accompanying children, not being trapped in paperwork. Therefore, she introduced the 'Five Major Reforms to Reduce Administrative Burden in Early Childhood Education' to genuinely alleviate frontline educators' workload. These include simplifying kindergarten evaluation systems and reducing unnecessary documentation; promoting administrative digitalization to eliminate duplicate paper forms and repeated submissions; ensuring that public safety inspections, visits, and evaluations return to their respective professional domains without redundant requests for the same documents.

Additionally, she called for a review of non-educational administrative tasks so kindergartens can refocus on their core educational mission. She also advocated strengthening teacher assistant systems and special education support for young children, investing more resources into the critical 3- to 5-year developmental window.

"Return time to teachers, return companionship to children," Hsu stressed, emphasizing that enabling teachers to teach with peace of mind and children to grow happily is not just a slogan, but a step-by-step implementation of educational reform in Hsinchu County.
