Wei Chun-yu, former head of the KMT's New Media Department, recently sparked controversy by producing a video titled 'Oil Can't Let You,' which allegedly used AI deepfake technology to simulate President Lai Qing-te's voice. In response, Tainan Mayor Huang Wei-cher held a press conference on the 31st, playing audio clips generated using deepfake technology to mimic Taipei Mayor Chiang Wan-an’s voice. One segment stated: 'Taiwanese people will always remember the Chiang family’s murderous actions. Dictatorial tyranny will be severely punished by history, and descendants who enjoy family privileges will never have a good ending.'

Huang, accompanied by DPP legislator Wang Ting-yu, expressed regret over Chiang Wan-an’s characterization of the judicial investigation into AI-simulated voice propaganda as 'political persecution' and 'state violence.' He emphasized that law enforcement agencies investigating suspected criminal cases is a fundamental principle of a rule-of-law society.

Huang pointed out that unauthorized use of AI to simulate someone’s voice may violate the Criminal Code, the Personal Data Protection Act, and personal rights protections, raising serious ethical concerns about AI. If society accepts the arbitrary use of AI to impersonate voices, it could undermine government efforts to prevent AI-based fraud.

Regarding Chiang Wan-an’s claim that the video was labeled as AI-generated and therefore does not constitute document forgery, Huang argued that voice is a key personal identifier protected by personal rights. Whether legal liability exists should be determined by judicial authorities, not excused simply by disclaimers about AI use.

Huang stated he truly does not want such deepfake content to poison society and deceive the public. He sincerely urged Chiang Wan-an to stop supporting or endorsing AI-generated deepfake videos or audio clips created for political purposes.

During the press conference, Huang played four audio clips attributed to Chiang Wan-an, three of which were simulated using deepfake technology.

The first clip said: 'It has been one month since the tainted oil incident broke out, yet the government still cannot clearly explain to the public why it happened, why it took three weeks to form an investigation team, why inspections only began 21 days later, and why evidence wasn’t preserved immediately. Shouldn’t President Lai Qing-te apologize? Shouldn’t Premier Cho Jung-tai resign? In 2014, 39 schools were affected by the gutter oil scandal. Now, over 1,380 schools’ students have consumed tainted oil—35 times more than in 2014.'

The second clip stated: 'My grandfather and great-grandfather once said—though I’m not even sure if they were truly my ancestors—but it doesn’t matter, as long as someone believes I’m surnamed Chiang. My grandfather said the 228 Incident and White Terror were just tools to subjugate Taiwanese people and allow the Chiang family to rule Taiwan forever. Claims that Chiang family members won’t enter politics are all lies.'

The third clip said: 'Chiang Kai-shek lost China and killed countless Chinese during the civil war. He was also the mastermind behind the 228 massacre. The Chiang family has been an obstacle to Taiwan’s democracy for generations.'

The fourth clip stated: 'Chiang family descendants will never have a good ending. We demand truth and justice, and authoritarianism must face full public judgment. We’ve had enough of the blood and tears from the 228 Incident and White Terror. Taiwanese people will always remember the Chiang family’s murderous actions. Dictatorial tyranny will be severely punished by history, and descendants who enjoy family privileges will never have a good ending.'

Huang emphasized that as a legal professional, former legislator, and mayor of the capital city, Chiang Wan-an should have a higher understanding of the law than the average person. He urged Chiang to stop supporting criminal behavior and not become a 'Voldemort' of AI deepfakes.
