Hsinchu City Government today announced a new personnel appointment, naming former Hsinchu County Government Education Bureau Director Yang Chun-tzu as the city’s new spokesperson, effective August 3. She will be responsible for external communications, media engagement, and explaining major policies. The city government aims to leverage her comprehensive experience across industry, education, and public administration to improve policy translation, crisis response, and social communication, ensuring municipal information is delivered more promptly, transparently, and in closer alignment with citizens’ needs.

From Science PhD to Public Governance: A Career Spanning Industry, Government, and Academia

Yang Chun-tzu graduated from the Department of Chemistry at National Tsing Hua University and the Graduate Institute of Chemistry at National Taiwan University, earning her PhD in Learning Technology and Education from National Tsing Hua University. She combines scientific expertise with education research and public policy literacy. Trained in scientific analysis and educational governance, she excels at dissecting complex issues, integrating diverse perspectives, and translating technical content into accessible policy language for the general public.

Her career spans industry, government, and academia. Early in her career, she served as deputy manager and business manager in the corporate sector, participating in factory construction projects in the Hukou Industrial Park, gaining hands-on experience in industrial operations, project management, and cross-departmental coordination. After transitioning into public service, she held leadership roles including school parent association president, chair of the National Parent Association Alliance, and Hsinchu County Education Bureau Director. Throughout these roles, she has consistently acted as a bridge between parents, schools, government, and society, building deep expertise in local governance and public issue management.

From Education Policy to Urban Governance: Demonstrating Integration and Crisis Response Capabilities

Hsinchu Mayor Kao Hung-an stated that Yang has long been deeply involved in educational administration and public governance in the Hsinchu region, with a strong understanding of local needs and government operations. She possesses capabilities in policy planning, cross-domain integration, media relations, and crisis management. During her tenure as Education Bureau Director, she handled school governance, parent communication, administrative coordination, and major incident responses—experiences that will serve as a vital asset in advancing city policies and responding to public concerns.

Mayor Kao emphasized that Hsinchu is a city with a high concentration of technology industries, abundant educational resources, and highly engaged citizens. Municipal issues often intersect with industry, transportation, education, infrastructure, and quality of life. A spokesperson must do more than deliver messages—they must quickly grasp policy contexts, respond to public inquiries, and build public trust. The mayor expressed hope that Yang will leverage her interdisciplinary expertise to strengthen constructive interactions between the city government, citizens, and the media.

Four Principles to Build Trust: Making Complex Policies Clear and Accessible

Yang Chun-tzu stated that the spokesperson serves as a crucial bridge of trust between the city government and citizens. She will uphold the four principles of sincerity, transparency, timeliness, and professionalism. In the event of major policies or public issues, she will provide comprehensive explanations of the background, progress, and future direction at the earliest opportunity, reducing information gaps and public concerns.

She emphasized that policy communication must go beyond one-way announcements—it must involve understanding what citizens care about and actively listening to diverse opinions. Moving forward, in addition to improving the accuracy and efficiency of press releases, she will utilize digital media and diverse communication channels to enhance the timeliness and interactivity of policy explanations, transforming expert-level policies into public dialogues that citizens can understand and participate in.

The city government stated that it will continue to implement open, transparent, and proactive communication, responding to citizens’ needs through precise policy explanations and cross-departmental collaboration, advancing Hsinchu toward its vision of a technology-driven, livable, sustainable, and happy city.
