Zhubei Employment Counselor Huang Qiu-Yun Honored by Ministry of Health and Welfare for 17 Years of Service, Guiding Vulnerable Case to Stable Employment

The Ministry of Health and Welfare held the '115th Strengthening Social Safety Net Outstanding Personnel and Group Commendation Ceremony' today (1st). Huang Qiu-Yun, an employment counselor from the Zhubei Employment Center under the Taoyuan-Hsinchu-Miaoli Branch of the Ministry of Labor's Workforce Development Agency, was recognized as an outstanding individual for her 17 years of dedicated service in supporting vulnerable job seekers. She was particularly noted for guiding 16-year-old Xiao Wen (pseudonym) through a family crisis to stable employment. The Zhubei Employment Center also received a group award this year, reaffirming the Ministry of Labor's critical role as a guardian within the cross-network social safety net.

Faced with high-risk families, individuals with multiple challenges, and sudden crisis situations, Huang Qiu-Yun from the Zhubei Employment Center has consistently demonstrated proactive care, guiding countless vulnerable individuals from 'long-term unemployment and social marginalization' toward 'stable employment and independent living,' embodying the core value of 'catching people before they fall and helping them rise.'

Xiao Wen, just 16 years old, had been working part-time since childhood to help support her family under heavy financial pressure due to household debt. After being referred to the Zhubei Employment Center through the social safety net, Huang Qiu-Yun conducted a professional consultation and assessment, coached her in resume writing and interview skills, and actively matched her with supportive employers through the 'Workplace Learning and Re-adaptation Program,' securing stable employment for Xiao Wen.

When Xiao Wen faced the tragic loss of her father by suicide, Huang Qiu-Yun immediately contacted social workers to respond on-site. She continued to coordinate psychological counseling and social welfare resources, stabilizing Xiao Wen's life and emotional well-being. Huang humbly stated that this honor belongs to the entire team and expressed her commitment to continue working with her colleagues to support every individual in need with professionalism and compassion.
