A major breakthrough has emerged in the Chung Lien toxic oil scandal, as Taichung District Court investigations reveal that Taiwan Sugar already reported不合格 raw oil from Chung Lien's Tank 311 in mid-May. The Kaohsiung City Health Bureau explained that the semi-finished raw oil, purchased by Taiwan Sugar from Formosa and processed by Chung Lien, was found to contain benzopyrene levels exceeding safety standards. As a result, Taiwan Sugar rejected the batch, preventing it from entering its factory premises or production process.

In response, Lin Chia-hsin, known as the 'Strongest Vegetable Farmer,' criticized on Facebook that while the Green camp previously praised southern mayors for their 'serious inspection' of Taiwan Sugar, the situation now shows they have 'fallen from the pedestal,' turning the entire inspection into a farce. Lin stated that state-owned Taiwan Sugar had already reported the issue in May—'But who did they report to? Apparently only to Chung Lien Oil. If they had reported to the Ministry of Health and Welfare, I believe no frontline official would have dared to cover it up.' He firmly believes that the most efficient and system-compliant approach is for suppliers to report upstream and initiate recalls.

Lin emphasized that Nan Chiao had fulfilled its duty, while the Ministry of Health and Welfare is the root cause of systemic failure. 'You created the system, you set the rules, yet you allowed self-regulation by businesses. Can I blame Taiwan Sugar? On reporting alone, I don’t fault them—they did what they were supposed to, just like Nan Chiao. As for any hidden truths, I can only say there are still people in the MOHW unwilling to reveal industry realities.'

He stressed that many issues stem from tacit approval and negligence. Regarding claims that southern mayors conducted serious inspections of Taiwan Sugar, he asked, 'Are your faces sore now? If Taiwan Sugar reported the issue to Chung Lien, why were local inspection agencies completely unaware? You built them up as gods, only to see them fall. This inspection now looks like nothing but a joke.'
