1. Pay 'Tax-Inclusive Price' at All Stores

The new system aims to prevent illegal resale of tax-free goods within Japan by some unscrupulous travelers. From November 1, 2026, regardless of where you shop, you must pay the full amount including 10% consumption tax at checkout. Stores will instantly transmit your passport information and purchase details to the National Tax Agency's cloud system.

2. Self-Service Tax Refund at Airports

All tax refund procedures will be centralized at airports. Stores will no longer deduct tax or refund cash on the spot.

Step 1: Complete procedures at 'Tax-Free Self-Service KIOSK'

Upon arrival at the airport, do not go to your airline's check-in counter first! Travelers must bring their tax-free purchases, receipts, and passport to the dedicated tax-free self-service kiosk at the airport to scan their passport and register their purchase.

Step 2: Customs Physical Inspection (if required)

After system scanning, a result will be displayed (green = tax-free procedure complete; red = customs inspection required). Some travelers will be asked by customs to 'present the goods in person' for verification, proving they are taking the items out of Japan. If you have already packed the goods into checked luggage before this inspection, customs cannot verify the items, and you may fail to receive your refund!

Step 3: Refund After Departure Check

Once goods pass customs inspection and travelers have cleared departure checks (entering the restricted area), the refund will be processed by the tax-free retailer or authorized refund operator. Refunds will primarily be made to credit cards, e-wallets (such as Alipay / WeChat Pay), or designated bank accounts, with funds credited after departure.

3. Customs Evaluates by 'Single Purchase Receipt'

This is the most critical detail. Under the new system, if any single item on a purchase receipt fails to meet tax refund criteria (e.g., you opened and used a product marked as non-consumable within Japan), the entire receipt may be deemed 'ineligible for refund'!

Tip: If you urgently need to open and use certain items locally (e.g., clothes to wear immediately, drinks to consume that night), be sure to request the staff to separate the transactions at checkout. Never let them print on the same receipt as other refund-eligible items, or your entire order may be rejected.

4. Goods Must Be Exported Within 90 Days

The new system strictly requires that all tax-free goods must be inspected by customs and exported from Japan within 90 days from the date of purchase. Refunds will automatically become invalid after the deadline.
