To adapt to evolving market trading conditions, the Taiwan Stock Exchange (TWSE) announced today (3rd) amendments to its securities monitoring and suspension regime. Key changes include shortening suspension durations, adjusting batch auction timing, and raising disclosure thresholds for high-priced stocks’ trading information. The revised rules will take effect on August 10, 2026.

The TWSE stated that these adjustments are based on comprehensive assessments of recent market dynamics, implementation effectiveness, and stakeholder feedback. Going forward, a semi-annual review mechanism will be established to continuously respond to changing market environments.

Three Major Amendments by the TWSE:

1. Shortened Suspension Periods For securities subject to their first or second (and subsequent) suspension notices, the suspension period is reduced from the previous 10 business days to 5 business days. If a suspended security was also flagged for excessive day-trading volume during the reference period, the suspension period is shortened from 12 business days to 7 business days.

2. Reduced Batch Auction Intervals For ordinary trading securities under first or subsequent suspensions, the batch matching frequency will now align with the current temporary price stabilization measure—approximately every 2 minutes—replacing the prior intervals of about every 5 or 20 minutes.

3. Higher Thresholds for High-Priced Stock Trading Alerts The TWSE has simultaneously revised Rule 11 regarding the 'price fluctuation threshold over six business days' for public trading alerts. Under the revised rule: Stocks priced above TWD 1,000 must show a closing price difference of at least TWD 300 over the most recent six business days to trigger alert criteria. For stocks exceeding TWD 2,000, an additional tiering system applies: for every additional TWD 1,000 in price, the required price difference increases by TWD 150. For example: TWD 1,000–2,000: TWD 300 price difference threshold TWD 2,000–3,000: TWD 450 threshold And so forth. Compared to the old system—where a TWD 100 fluctuation could trigger alerts and thresholds increased by only TWD 25 per TWD 500 increment—the new rules significantly raise the bar for high-priced stocks to qualify for trading alerts.

Immediate Application of New Rules from August 10 The TWSE emphasized that securities still under suspension when the new rules take effect will immediately follow the revised standards. If a security has already met the new suspension duration requirement, it will be released from suspension starting August 10. If not, the suspension will continue until reaching 5 (or 7) business days under the new rules. Except for securities undergoing trading method changes or using batch call auctions, all other suspended securities will adopt the new ~2-minute batch matching interval from August 10 onward.

TWSE: Semi-Annual Review Mechanism to Be Established The TWSE stated that going forward, monitoring and suspension regulations will undergo regular reviews, ideally every six months, to adapt to domestic and international market developments. Additionally, details of the revised regulations and updated information on affected securities—including adjusted suspension periods and matching times—will be published on the TWSE website’s homepage in the dedicated 'New Monitoring and Suspension Rules Zone,' advising investors to check this information before trading.
