Summer vacation is traditionally the peak season for outlying island tourism, but Penghu's tourism market continues to face a cold spell this year. According to the latest statistics, the total number of visitors arriving in Penghu via sea and air transport in July 2023 was 184,008, a decrease of 13,583 compared to 197,591 in the same period of 2022. Looking back at recent years, July 2022 already saw a decline of 11,616 from July 2021, and July 2021 was down 24,196 from July 2020. Penghu's July inbound visitor numbers have now declined for four consecutive years. Compared to the peak of 233,403 in July 2020, the total number has dropped by 49,395, a decline of over 20%.
In addition to the decline in the first month of summer, tourism data from the previous month also hit a low. In June 2023, only 176,554 visitors entered Penghu, a sharp drop of 33,511 compared to 210,065 in June 2022. This figure not only marked the first time since 2020 that June arrivals fell below the 200,000 threshold, but also the first time in recent years to drop below 180,000. Reviewing past June performance—from 258,139 in 2020, 229,675 in 2021, and 210,065 in 2022—down to this year’s 176,554, Penghu lost a total of 81,585 visitors over four years, a decline exceeding 30%.

In fact, warning signs of Penghu’s tourism slowdown emerged even before the peak summer season. During the Penghu Fireworks Festival—the island’s signature event—in May 2023, sea and air arrivals totaled 183,272, down 27,481 from 210,753 in May 2022, a 13% drop. This marked the first time in five years that May arrivals failed to reach 200,000. From May through July, traditional peak months have seen shrinking crowds for three consecutive months, indicating a structural shift in the local tourism market.
The sharp drop in visitor numbers has hit frontline tourism operators hardest. Not only are accommodations affected, but group dining services have lost about 90 table bookings daily, impacting rental car companies, souvenir shops, and local commercial districts. Many operators lament that occupancy rates and foot traffic this summer are far below expectations, with the overall market atmosphere notably sluggish.

According to reports from China Times News Network, in response to the ongoing decline in inbound visitors, Penghu County Tourism Director Chen Mei-ling stated that the drop reflects a broader downturn in domestic tourism, not a fading appeal of the fireworks festival itself. She noted that the festival day and the day before still effectively attract high-density visitor inflows. The county government will continue guiding tourism development back to Penghu’s core tourism values, promoting innovative tourism products, upgrading overall service quality and visitor experiences to strengthen Penghu’s competitiveness in the tourism market.
The report adds that local stakeholders point out that domestic enthusiasm for overseas travel remains high, and the overall cost of domestic outlying island tourism is increasingly comparable to that of neighboring countries or overseas destinations, diverting many travelers to international markets. With tourism numbers declining for four consecutive years, creating more attractive themed itineraries and formulating long-term industry strategies have become urgent issues for Penghu’s tourism development.
