Changhua County Government held the groundbreaking ceremony this morning (3rd) at the northern side of Fuli Dazhen in Lukang Township for the public facilities of the "Changhua Datiecuo (North) Industrial Park." County Magistrate Wang Huei-mei, Deputy General Manager Tsai Dong-lin of Taiwan Sugar Corporation, and various local representatives and distinguished guests jointly conducted blessings and the groundbreaking ritual.

Magistrate Wang stated that the Datiecuo (North) Industrial Park, located on seven plots including Lot No. 902 in Dongsheng Section, Luchang Township, covers a total area of approximately 10 hectares, with nearly 6 hectares planned for industrial use. It is estimated that public facility development will be completed by the end of 2023 (Year 116), and once operational, the park will generate over NT$2.2 billion in annual output and create more than 1,000 employment opportunities. The county government continues to uphold the philosophy of "boosting the economy, emphasizing environmental protection, and promoting innovation," striving to build a favorable investment environment that enables continuous industrial upgrading and urban advancement, thereby achieving a win-win-win outcome for businesses, the local community, and residents.

Wang Huei-mei emphasized that during the development of the Datiecuo Industrial Park, locals have been concerned about the potential introduction of polluting industries. In the future, only low-pollution industries will be introduced, including manufacturing, automotive and motorcycle industries, bicycle parts manufacturing, and medical equipment. The county government also plans to introduce restaurants and convenience stores to enhance the park's living functions. The park is located about 6 kilometers from the Changhua Interchange of National Highway No. 1 and approximately 3.5 kilometers from downtown Lukang. Its external transportation connects southward via County Road 18 and County Road 142, eastward to National Highway No. 1, and westward to Lukang’s city center, offering excellent geographical advantages linking north-south express transport and east-west regional traffic. Moreover, it is adjacent to the Zhangbin, Fuxing, and Quanxing industrial parks, benefiting from a well-established surrounding industrial cluster.

Magistrate Wang noted appreciation for the NT$18 million in funding support from the Ministry of Economic Affairs’ Industrial Park Administration under the "Strengthening Local Industrial Zone Public Facilities Subsidy Program" and the "Affordable Industrial Park Establishment Subsidy Program," Taiwan Sugar Corporation’s provision of land for joint development, and collaboration with Changhua Christian Hospital to open Tiecuo Avenue—the main external access route. Additionally, the upcoming groundbreaking for the park service center will feature a three-story building with a floor area of approximately 470 square meters. The first floor will serve as the park management center, while the second and third floors will house a childcare center capable of accommodating over forty infants and toddlers, meeting the family care needs of employees within the park. This project stands as a successful model of collaborative development involving central government, local authorities, state-owned enterprises, and private sectors.

Deputy General Manager Tsai Dong-lin of Taiwan Sugar Corporation expressed special gratitude to Magistrate Wang Huei-mei for her dedication and relentless efforts on the Datiecuo Industrial Park project, calling the groundbreaking a significant milestone. He highlighted that the plan carefully introduces low-pollution industries such as biotechnology and medical devices, high-tech equipment manufacturing, and automotive and bicycle components. Notably, transactions were already recorded before construction began, indicating strong market attention. Taiwan Sugar will continue to adhere to its principle of "leasing only, not selling," closely cooperating with the county government to reduce entry barriers and financial burdens for enterprises through leasing arrangements, aiming to jointly promote local industrial prosperity.

County Councilor Tu Shu-mei stated in her speech that since the preliminary proposal was submitted in Year 107 of the Republic of China, the project has finally commenced construction thanks to the persistent efforts of Magistrate Wang and her administration, overcoming council interrogations, resident opposition, and protests from environmental groups. She affirmed that councilors will continue monitoring the introduction of low-pollution industries such as automotive, medical devices, and manufacturing, ensuring strict oversight so the park can drive local industrial development. She expressed gratitude to Taiwan Sugar and the Changhua Christian Hospital team for their land contributions and noted that Changhua Christian Hospital plans to build a long-term care facility nearby to address aging population trends, helping create a livable and entrepreneurial environment.

The Department of Economic and Green Energy Development stated that the Datiecuo (North) Industrial Park features a well-planned road system and public facilities. These include green spaces, sewage treatment plants, detention basins, parking lots, and water supply facilities. During construction, coordination and cooperation with Taiwan Power Company, Water Supply Corporation, and Hsin-Chang Natural Gas Company are essential. The county government is committed to providing foundational conditions necessary for low-pollution transformation and process innovation for Changhua-based enterprises, reducing time and costs associated with business investment and factory construction. The sewage treatment control center of the Datiecuo (North) Industrial Park occupies approximately 211.47 square meters and can treat 163 metric tons per day of domestic sewage and industrial wastewater. After treatment, all water will be reused entirely for industrial processes by park tenants and for road and open-space dust suppression spraying, achieving full recycling and reuse.
