The on-site assessment for the 115th annual Community Development Program—Gold Excellence Community Selection—concluded today (April 4) after four consecutive days of evaluations across participating communities. The final stop was Yancheng Community in Zhushan Township, competing for the prestigious Gold Quality Excellence category. Nantou County Magistrate Hsu Shu-hua and County Councilor Tsai Meng-o attended specially to offer their support.

Guided by Chang Sheng-an,理事长 of the Yancheng Community Development Association, the review panel conducted an on-site walkthrough, listened to presentations, and reviewed documentation. They expressed high praise for the community’s operational achievements.

County Magistrate Hsu Shu-hua stated that communities are not only shared living spaces but also fundamental pillars for advancing social welfare and strengthening local cohesion. This year, ten outstanding communities from Nantou County participated in the national Gold Excellence Community Selection, with Yancheng Community representing the county in pursuit of the highest honor—the Gold Quality Excellence Community. She expressed confidence that, given Yancheng’s years of accumulated experience and accomplishments, it stands a strong chance of winning the Gold Quality Excellence award, following in the footsteps of Fuzhou Community in Zhushan Township.

Magistrate Hsu emphasized that while each community has its unique story, they all share the common belief of “creating a happier and better life for residents.” In recent years, Nantou County has continuously promoted its Welfare Communityization policy, actively supporting communities through flagship programs, economic sustainability empowerment initiatives, the Taiwan Dream Children and Youth Community Accompaniment Program, and various capacity-building schemes. These efforts have helped communities gradually accumulate strength, transforming them from mere service hubs into vital platforms for resident care, talent cultivation, cultural preservation, industrial development, and sustainable practice.

She further noted that the Gold Excellence selection is not merely an evaluation of outcomes but also a valuable opportunity for mutual exchange and learning. She hopes that the expert recommendations from the evaluation committee will help communities continue improving and allow the nation to witness Nantou’s deep sense of community, innovation, and achievements in sustainable governance.

Yancheng Community has long been committed to community development, designing comprehensive programs based on residents’ needs—including local coexistence and prosperity, greening and beautification, growth classrooms, environmental hygiene, and disaster prevention and preparedness—demonstrating mature and stable community governance capabilities. In areas such as elderly welfare services, community care and concern stations, long-term care alleyway stations, and nutritional meal services, the community maintains stable service capacity and significant results. By integrating smart health management, telemedicine, and digital tools, it enhances elder healthcare, real-time monitoring, and preventive support, showcasing both depth and breadth in welfare communityization.

Moreover, through cross-domain integration, the community effectively consolidates resources from government agencies, medical systems, schools, enterprises, and neighboring communities to advance flagship and leadership programs. Through diverse activity groups, it promotes participation across generations—seniors, middle-aged, and youth—and builds an inclusive, mutually supportive community system addressing issues such as youth mentoring, age-inclusive equity, primary prevention of gender-based violence, and care for vulnerable populations. Overall, Yancheng Community has made long-term investments and achieved concrete results in social, economic, and environmental sustainability, including community industry development, green care, net-zero actions, and resource recycling—demonstrating a highly mature model of sustainable governance.
