Fubon Financial Holding continues to take concrete actions in response to climate change and natural environmental challenges. Since publishing Taiwan’s first climate-related financial disclosure (TCFD) report among financial institutions in 2021, this marks the sixth consecutive year the group has released such a report. This year, it has once again received the highest-level 'Level 5+: Excellence' recognition from the British Standards Institution (BSI) for the fourth consecutive year in its TCFD compliance audit, underscoring Fubon’s high maturity in climate-related financial disclosures.

Chairman Tsai Ming-Hsing of Fubon Financial Holding stated that in 2025, the global economy faces increasing complexity due to factors such as adjustments in U.S. tariff policies, intensified industrial competition in China, currency fluctuations, and shifts in energy policy. Nevertheless, net-zero transition has become a long-term international trend, and global attention to nature and biodiversity issues continues to rise. In this era of intertwined climate and natural risks, Fubon Financial Holding continues to deepen risk management through green finance, reducing its own grey electricity consumption, and promoting nature-positive growth, thereby strengthening corporate resilience and responsibility amid global volatility, and partnering with clients to advance toward a future of both net-zero emissions and ecological sustainability.

The 2025 Climate-Related Financial Disclosure Report focuses on three major achievements, continuously enhancing capabilities in managing climate and nature-related risks.

1. Alignment with the Latest PCAF International Standards, Expanding Scope of Financial Carbon Emissions and Insurance-Related Emissions Accounting

In response to the latest Global GHG Accounting and Reporting Standard for the Financial Industry released by the Partnership for Carbon Accounting Financials (PCAF), Fubon Financial Holding has further expanded the scope of greenhouse gas emissions accounting across its investment and lending, as well as insurance businesses. For owned investment and lending portfolios, new categories include securitized structured products, sub-sovereign debt, and specific-purpose funding structures. In insurance, project insurance and contract reinsurance have been included, continuously improving the coverage and completeness of emissions data, laying a more robust data foundation for future alignment with IFRS S2 climate-related disclosure requirements.

2. Adoption of the TNFD LEAP Approach to Strengthen Identification and Management of Nature-Related Risks

Beyond climate issues, Fubon Financial Holding continues to deepen its management of nature-related topics. Based on research findings from Taiwan’s Financial Sector Net-Zero Promotion Platform’s “Demonstration Project on Application of Nature-Related Risk Data,” the company has systematically identified dependencies, impacts, and potential risks related to nature across its investment and lending portfolios and operational sites using the TNFD LEAP approach. This process completed the identification of material nature-related risks and produced a material risk list for investment and lending activities. By incorporating nature-related risk identification into enterprise risk management and investment decision-making processes, Fubon enhances portfolio resilience against nature-related risks, lays the groundwork for developing nature-friendly financial products, aligns with international TNFD disclosure trends, and improves sustainability governance quality and global competitiveness.

3. Deepening Industry Engagement and Transition Finance Initiatives to Support Corporate Low-Carbon Transformation

Fubon Financial Holding continues to leverage the positive influence of the financial sector, collaborating with subsidiaries to engage enterprises and assist clients in understanding international decarbonization trends and sustainable transformation pathways. Following the 2024 “SBT Engagement Workshop” and the 2025 “Sustainable Economic Activities Classification Guidance Engagement Workshop,” Fubon plans to host a “Sustainable Economic Activities and Transition Finance Engagement Workshop” in 2026. Through external expert guidance and dialogue with corporate clients, the workshop supports clients in establishing science-based emission reduction targets and planning concrete transition pathways. These engagement workshops not only enhance corporate low-carbon transformation capabilities and improve effectiveness in engaging with investees but also drive the development of transition finance business.

In addition to consistently publishing its climate-related financial disclosure reports, Fubon Financial Holding actively participates in multiple international initiatives, including adherence to the Principles for Responsible Investment (PRI), signing of the Equator Principles (EPs) and the Sustainable Insurance Principles (PSI), and membership in RE100, the Partnership for Carbon Accounting Financials (PCAF), the Asia Investor Group on Climate Change (AIGCC), and supporter status in the Partnership for Biodiversity Accounting Financials (PBAF). The company remains committed to staying abreast of global trends in climate and nature governance. Looking ahead, Fubon Financial Holding will uphold the philosophy of cooperation and shared benefit, guiding capital through investment decisions and asset allocation to support low-carbon and nature-positive transitions, helping enterprises strengthen operational resilience against climate and natural risks, and working hand-in-hand with clients to build a sustainable future.
