Regarding persistent complaints from residents of Sanmin Village in Yongkang District, Tainan, about insufficient pumping and drainage capacity along the Yanshui Creek levee, Democratic Progressive Party (DPP) Tainan mayoral candidate Chen Ting-fei immediately coordinated with central and local authorities after receiving appeals from City Councilor Chen Chiu-ping and Sanmin Village Chief Chen Ho-chih. Today (4th), she convened an on-site inspection with the Water Resources Agency under the Ministry of Economic Affairs, the Tainan City Government's Water Resources Bureau, and the Yongkang District Office to discuss short-term emergency responses and medium-to-long-term improvement plans, aiming to enhance local flood defense capabilities.

Coordinating Central and Local Agencies: Installing Temporary Pumps and Planning Underground Drainage Projects to Strengthen Flood Defense

Chen Ting-fei stated that Sanmin Village, located along the Yanshui Creek, faces high risks of flooding during heavy rains or typhoon seasons. For years, residents have reported insufficient drainage infrastructure, with their primary concern being the safety of lives and property. She emphasized that whenever local needs arise, she will promptly visit the site and coordinate efforts between central and local governments to accelerate flood control improvements and reduce flood risks.

During the inspection, all parties reached consensus on short-, medium-, and long-term improvement measures. In the short term, to meet this year’s flood season demands, the Tainan City Government will use relevant subsidy funds to purchase temporary pumping units suitable for site conditions, thereby enhancing drainage efficiency. Since temporary pump pipelines need to cross roads and alleys, partial lane closures will be implemented as needed during construction. The village chief will assist in explaining the reasons for road closures and safety measures to residents, while continuously monitoring the operation of pumping equipment to ensure smooth flood defense operations.

For long-term improvements, Chen Ting-fei has requested relevant agencies to complete planning as soon as possible. Starting next year, the city’s Water Resources Bureau will carry out formal engineering works to install underground drainage pipelines, improving system efficiency, resolving issues such as temporary pipelines occupying road space, and comprehensively strengthening local flood resilience.

Chen Ting-fei stressed that local development must move beyond mere planning and require immediate coordination and execution. Going forward, she will continue serving as a bridge between central and local governments, actively seeking support from the Water Resources Agency and other agencies to accelerate flood control projects. This ensures concrete responses to local needs, visible progress and results for citizens, and protection of residents’ lives and property.
