TSMC's CoWoS advanced packaging plant has moved into the Chiayi Science Park, but in 2024, prehistoric human skeletal remains were accidentally unearthed during construction. As the project progressed, the construction site in Chiayi experienced a series of industrial accidents, resulting in 2 fatalities, 5 severe injuries, and 4 minor injuries. To ensure smooth and safe progress, contractors urgently invited deities such as Guan Gong, Dizang Wang Bodhisattva, and Tudigong to reside on-site, and on June 6—the birthday of Guan Sheng Emperor—hired a puppet theater troupe to perform on-site, praying for peace and safety in future construction.
In May 2024, the construction site of TSMC's Chiayi plant unexpectedly uncovered adult and child burial remains from the Neolithic era. At the time, Taiwan's National Science and Technology Council (NSTC) announced that construction must halt at the site according to the Cultural Heritage Preservation Act. Work did not resume until November of that year; however, after restarting, the site continued to suffer multiple industrial accidents.
Record of Industrial Accidents at TSMC's Chiayi Plant:
- May 20, 2025: One worker fell from scaffolding on the 4th floor. Though he survived, he may become partially paralyzed. - May 26, 2025: On the same building and floor, while moving equipment, a transformer weighing approximately 2 tons fell due to crane instability. One worker was struck directly and died instantly—the first fatality at the Chiayi plant. - Late May 2025: While resting roadside, a worker had both legs run over by a forklift, resulting in comminuted fractures of the lower legs. - July 16, 2025: An electromechanical ice pipe weighing about 200 to 300 kilograms fell from the 5th floor, striking a female worker surnamed Xie on the ground. Despite being rushed to hospital, she was pronounced dead. - October 1, 2025: A 40-year-old subcontractor worker suffered electric shock from 20,000 volts of high voltage, resulting in extensive burn injuries across his body. - March 2026: Three separate incidents occurred, including foot fractures and finger crush injuries.
According to reporting by Sanlih News Network, to stabilize morale, contractors urgently held a blessing ceremony and installed statues of Dizang Wang Bodhisattva, Tudigong, and Guan Gong on-site for protection. Coinciding with the Lunar Birthday of Guan Sheng Emperor, the plant hired a glove puppetry troupe to perform live on June 6, praying for the safe and smooth continuation of construction.
