Demonstrating Commitment to Public-Private-Academic Collaboration: NDC Conducts Cross-Ministerial On-Site Inspection and Guidance

On the 5th, the National Development Council led a cross-ministerial review committee and academic experts from the Local Revitalization Central Region Support Center (Feng Chia University) to Nantou City to conduct an on-site inspection and guidance meeting for the 'Nantou Aesthetic Transformation and ESG Practice Plan' local revitalization initiative.

Ko Ping-ju, Deputy Director of the Nantou County Government Planning Department, led a team including representatives from the Agriculture Department, Cultural Affairs Bureau, Environmental Protection Bureau, Construction Department, Tourism Department, and Youth Development Institute, demonstrating the county government’s full support for Nantou City Office’s local revitalization efforts and its determination to integrate resources across departments.

The morning inspection tour visited key industrial and cultural heritage sites in Nantou City. The first stop was the 'Shu-De Ban-Shan Dream Factory,' where the team observed Shu-De Enterprise’s circular economy demonstration project that transforms eggshell waste into low-carbon recycled storage products and compost bins. The second stop was 'Nantou Wen-Chao Independent Bookstore' located within the century-old Nantou Market, which reinterprets the cultural DNA of the old town through the 'bookstore as art museum' concept and promotes cross-generational innovation. The third stop was 'Fu Rui Tang (Nantou Tax Office),' where the team learned how food waste is converted into sustainable cultural dining experiences and environmental education programs, and how this model can be replicated as a local circular economy platform.

In the afternoon, a guidance meeting was held at the NDC Zhongxing New Village Revitalization Project Office. Seven project proposals were discussed in depth between central and local authorities, including the establishment of the 'Nantou Bao-Wu' agricultural brand by Nantou City Office, talent cultivation at Wang Jiu-Lu Tea’s 'Bagua Mountain Tea Gathering Point,' the 'Bicycle Lifestyle Festival' by Zhongxing New Village Business District Development Association, and 'Zhongxing Forest Understory Resource Circulation' by Xiao Hua Yuan Dream Life Design.

The Nantou County Government Planning Department stated that since the inauguration of County Magistrate Hsu Shu-Hua, the administration has actively promoted the vision of 'age-inclusive livability and innovative sustainability,' continuously strengthening industrial support and talent development for local revitalization. As the administrative and cultural-educational center of the county, Nantou City faces challenges such as population aging and urban space transformation. This proposal integrates central resources from the Ministry of Agriculture, Ministry of Culture, Ministry of Environment, Ministry of Economic Affairs, Ministry of Education, and Ministry of Transportation, covering circular economy, old town revitalization, farm-to-table experiences, and low-carbon tourism. The goal is to implement ESG sustainability and aesthetic urban transformation through cross-ministerial collaboration.

The Planning Department emphasized that the county government will continue to serve as the strongest supporter of local revitalization, actively assisting township and city offices in accessing central resources and supervising all functional departments to fully cooperate in optimizing both software and hardware infrastructure. Through cross-domain resource integration and public-private partnerships, Nantou aims to become a new benchmark for local revitalization that integrates local culture, circular economy, and ESG practices.

Nantou City Office stated that to promote local revitalization, it has proposed the 'Nantou Aesthetic Transformation and ESG Practice Plan,' introducing ESG principles into local spaces to transform urban aesthetics and industries. Centered on the old town area of Nantou, the plan connects three major development axes—'City Line, Mountain Line, River Line'—to create a 'Smile Curve' low-carbon living zone that combines quality of life with industrial vitality.
