Taichung's construction of four major transfer centers has reached a significant milestone. The Shui-Nan Transfer Center, with a total project cost exceeding NT$4.6 billion, was completed ahead of schedule. Mayor Lu Hsiu-yen presided over the opening ceremony on the 5th, emphasizing that transfer centers are more than just parking facilities—they serve as integrated hubs where different transportation modes converge, allowing citizens to complete transfers at a single location without the hassle of searching for scattered stations.
The Shui-Nan Transfer Center will gradually introduce 26 long-distance bus routes and at least nine city bus routes, integrating seven modes of transport: long-distance coaches, city buses, taxis, private cars, motorcycles, YouBike, and the metro. This integration creates a 'Seven Transfers, Seven Connections' transportation hub, functioning as a 'transportation portal' for convenient city-wide travel.
Mayor Lu highlighted the city government's active efforts to build a comprehensive transfer network. The Fengyuan Transfer Center was the first to open, with Shui-Nan being the second. The Taichung Railway Station Transfer Center is scheduled for completion by year-end, followed by the future Wuri Transfer Center, gradually forming a four-hub network. The Taichung Station hub, integrated with railway services, will offer an 'eight-transfer' function, strengthening connectivity across mountain, coastal,屯, and urban districts through key nodes—Fengyuan, Shui-Nan, Taichung Station, and Wuri—making transfers more convenient for residents.
Moreover, the Shui-Nan Transfer Center is designed with future urban development in mind. Floors 3 and 4 reserve platforms for future connection to the national highway system, while underground spaces are pre-equipped with interfaces for metro integration, preparing for future infrastructure expansion. Located at the heart of the Shui-Nan Economic and Trade Park, the center connects with major developments such as the Taichung International Convention and Exhibition Center, the Taichung Green and Art Museum, and the future Taichung Pop Culture and Audiovisual Center. It also features large-vehicle exhaust treatment systems and rooftop solar power generation facilities, creating a modern transportation hub that combines transit efficiency, regional development, and energy conservation.
Mayor Lu expressed gratitude to several city councilors for their strong support throughout budget reviews and project implementation, enabling this major NT$4.6 billion transportation project to proceed smoothly and be completed on time—a testament to effective collaboration between the city government and the council.
Director Yeh Chao-fu of the Transportation Bureau stated that Phase One of the Shui-Nan Transfer Center is now operational, offering parking, YouBike, and city bus services. The parking facility opened on August 1, providing 614 car spaces and 1,253 motorcycle spaces. In line with the park's 'low-carbon, innovative, and smart' development vision, 604 bicycle parking spaces are also available. Additionally, two new YouBike 2.0 rental stations—'Shui-Nan Transfer Center (Jingmao Road)' and 'Shui-Nan Transfer Center (Zhongke Road)'—have been established to enhance multimodal connectivity.
To enrich the user experience, an international IP-themed event featuring 'Snoopy' was held at the center. Six large balloon art installations were set up on the south lawn, and a themed photo wall was created on the east plaza, allowing visitors to enjoy both convenient transit and recreational space. The event runs from August 1 to 15, with weekend pop-up stores and indoor markets adding to the festive atmosphere, inviting citizens to explore the new charm of the Shui-Nan Transfer Center.
To celebrate the opening, the city government launched a parking promotion: free parking from August 5 to September 4. From September 5 to December 5, 2026 (Minguo Year 115), parking fees will be discounted by 20%, with an additional 5% discount for residents of Gangwei Village in Xitun District. The bureau also thanked 14 bus operators for participating in route services despite driver shortages, collectively improving public transportation quality.
