Taipei Mayor Johnny Chiang recently proposed a vote of no confidence in the cabinet, triggering widespread political discussion. Taichung Deputy Mayor Cheng Chao-hsin, appearing on the Storm Media program 'Xiaban Han Ni Liao,' expressed understanding for Chiang's call, given public demonstrations and the central government's lack of clear response. However, he emphasized that actual implementation would require consideration of constitutional procedures, party consensus, and time constraints.
On the feasibility of a formal no-confidence motion, Cheng frankly stated, 'I think this is a constitutional technical issue.' He noted that proposing a political initiative must also account for the time needed to build consensus. With limited time remaining until year-end elections—unlike the previous large-scale recall efforts that had over half a year for discussion—the political conditions are now different.
Why are calls for a cabinet overthrow growing? Cheng pointed out that whether through formal no-confidence motions or local elections to express dissatisfaction with the central government, 'the root cause lies in the DPP's refusal to admit fault.' He criticized that if the central government were willing to restructure the cabinet, 'the largest change would naturally be the Premier, or perhaps two or three ministers—still a meaningful reshuffle.' But without any action, calls for cabinet change will inevitably continue.
Cheng bluntly stated that the current public perception is that 'the cabinet refuses to admit mistakes, lacks the ability to change, and is seen as incompetent.' If no officials take responsibility for controversies, 'they will pay a political price,' and this will directly manifest in the upcoming local elections.
What happens if the ruling party performs poorly in 2026? Cheng warned that if the ruling party suffers a 'devastating defeat' in nationwide local elections and the cabinet remains unchanged, 'this effect will carry through to 2028—the next voting opportunity.' At that point, Lai Qingde will also have to consider his re-election prospects.
He further stated, 'It's clear: if you don't step down, we'll bring you down.' On the link between 2026 and 2028, Cheng did not shy away, saying, 'The 2026 results will naturally affect 2028—this doesn't need to be denied.' Thus, the most immediate political test remains the year-end local elections.
