On the afternoon of October 4, during a cross-party negotiation session on this year's national budget, Legislative Speaker Han Kuo-yu accidentally referred to DPP caucus secretary Fan Yun as former President Tsai Ing-wen. On October 5, DPP caucus chief whip Chuang Jui-hsiung commented, 'When Han ran for president in 2020, he competed directly against Tsai Ing-wen, who received the highest number of votes in presidential election history. This may have caused Han deep psychological trauma—or perhaps he's already thinking about 2028. Lu Hsiu-yen is in trouble, and so is Chiang Wan-an.'

On October 5, DPP caucus chief whip Chuang Jui-hsiung and deputy secretary Huang Jie held a press conference to respond to public sentiment. Regarding Speaker Han Kuo-yu's mistake during the October 4 cross-party negotiation—calling DPP caucus secretary Fan Yun by former President Tsai Ing-wen's name—Chuang stated, 'On the 4th, I was in Taitung with Tsai Ing-wen herself. For Han to directly call Fan Yun 'Tsai Ing-wen' was indeed strange.'

Chuang questioned, 'This is something we should ask Han—what was he thinking at that moment? Why did he mistake Fan Yun for Tsai Ing-wen?' He added, 'Han did compete against Tsai Ing-wen in the last presidential election, and Tsai holds the record for the highest vote count in history. This may have left Han with significant emotional trauma. But there's no need to call Fan Yun, the only female among the DPP's top three leaders, by Tsai's name during a cross-party negotiation.'

Chuang further speculated, 'We don't know what flashed through Han's mind in that instant, but Tsai Ing-wen's record-breaking victory in 2020 may have left a lasting wound. Seeing Fan Yun might have triggered an unconscious association with Tsai.' With a touch of humor, Chuang added, 'Lu Hsiu-yen is in trouble, and so is Chiang Wan-an.' He suggested that Han's behavior and unconscious reaction indicate he may already be considering a run in 2028.
