The Kaohsiung City Labor Bureau is advancing the 'Yuanqi Refueling Program – Indigenous Employment Promotion and Capacity Building,' providing multifaceted courses in workplace soft skills, generative AI applications, and local revitalization practices. This initiative supports Indigenous youth in enhancing their job competitiveness while empowering community groups and local organizations with stronger planning abilities, fostering tribal innovation and sustainable development. All program courses are offered free of charge, and registration is now open. Indigenous youth, community groups, and nonprofit organizations interested in local revitalization are encouraged to participate.

In August, mobile courses will launch in Shanlin, Sanmin, and Fengshan districts—offering free training in workplace skills, digital literacy, and planning capabilities.

According to the Labor Bureau, the 'Yuanqi Refueling Program' adopts a mobile format, delivering courses directly to Indigenous regions and urban areas. In July, sessions were successfully completed in Namasia, Liugui, and Maolin districts. In August, the program will move to Shanlin, Sanmin, and Fengshan districts, enabling more participants to access learning opportunities close to home.

Course content spans workplace ethics, communication techniques, digital tool applications, and practical local revitalization strategies. Notably, the 'Generative AI Proposal Writing Workshop' guides participants in using AI tools to organize data, structure proposals, and refine written content—boosting efficiency in proposal drafting and presentation skills. This helps clearly convey tribal needs and community development visions.

Participants shared that they previously struggled with formal document structures and language expression when writing proposals. After hands-on practice, they can now quickly organize ideas using AI tools, significantly improving work efficiency. They also noted that their tribe’s unique characteristics and development philosophies are now easier to communicate. Additionally, the program serves as a platform for interaction among Indigenous youth and local organizations, sparking new collaborative and innovative ideas.

Song Shi-Hong, Director of the Training and Employment Center at the Kaohsiung Labor Bureau, stated, 'Beyond professional skills, Indigenous youth need strong work ethics and continuous learning mindsets during career development. That’s why we’ve integrated workplace ethics, communication skills, and AI digital tools into our curriculum—to help participants recognize their strengths and improve their employability.'

Director Song added, 'With the rapid advancement of AI technology, generative AI has become a vital assistant in both work and local development. Through this program, we teach participants how to use prompts and AI generation tools to streamline data organization, proposal writing, and content optimization. This enhances their ability to pitch ideas, communicate effectively, and secure resources—while integrating local culture and tribal identity to inject fresh energy into Indigenous innovation and sustainable growth.'

The Labor Bureau announced that August courses will roll out progressively and encourages Indigenous youth seeking employment, as well as community groups, nonprofits, and local partners, to register actively—collectively strengthening tribal development capacity.
