Have you ever struggled to figure out which department or floor to visit when handling business at Taichung City Government? To make public services more convenient, the city has integrated cross-agency resources and launched two specialized 'one-stop' service centers: the Xinzheng and Yangming Service Centers. Each center offers tailored services—Xinzheng focuses on high-demand urban services, while Yangming addresses the unique needs of mountainous regions. Both centers feature counters for issuing household registration transcripts, land registry transcripts, and cadastral maps, enabling citizens to complete multiple procedures locally without traveling between different offices, ensuring an efficient and considerate experience.

The Research, Development, and Evaluation Commission (RDEC) explained that due to Taichung’s vast geographical area, residents’ lifestyles and needs vary significantly by region. The city government has therefore customized services at the two centers to match local demands, demonstrating both service effectiveness and flexibility. The Xinzheng Service Center focuses on high-frequency urban needs, including company and business registration, business name inquiries, renewal of medical practitioner licenses, issuance of free parking permits and identification certificates for people with disabilities, labor dispute and legal consultations, lawyer consultations, and monthly parking pass sales and payments.

In contrast, the Yangming Service Center offers specialized services tailored to the mountainous region, such as air pollution fee declarations for construction projects and processing applications and payments for residential water usage. Since August 1 of this year, the Labor Affairs Bureau and the Indigenous Peoples Commission have also stationed personnel at the Yangming center, bringing services even closer to local residents.

To address high-demand services like household registration transcripts, land registry transcripts, and cadastral maps, both centers have established dedicated issuance counters. Citizens can now complete multiple procedures in a single visit, eliminating the need to travel separately to household registration and land administration offices—a significant time and effort saver.

Additionally, the centers continue to build an accessible and inclusive environment. Recently, a hearing-impaired citizen visited the center seeking mediation for a labor dispute. Facing a livelihood-impacting issue and communication challenges, the individual appeared particularly anxious. Center staff not only provided careful guidance and explained the application process but also proactively arranged for a sign language interpreter. Beyond facilitating negotiations, they further introduced resources related to 'job re-design,' ensuring the citizen received comprehensive support.

The RDEC emphasized that both the Xinzheng and Yangming Service Centers will continue to uphold the principle of 'treating citizens’ small matters as the city government’s top priority,' continuously improving service efficiency and quality. Through cross-agency integration, the city aims not only to simplify complex administrative procedures but also to convey warmth and care in every citizen’s in-person service experience.
