Unmanned vehicles have proven highly effective on modern battlefields, from drones and unmanned ground vehicles to unmanned surface vessels, as demonstrated in the Ukraine-Russia and U.S.-Iraq wars. Starting in 2025, U.S. military tech startups have begun establishing footholds in Taiwan. These companies are not only collaborating with Taiwan's Ministry of National Defense, the National Chung-Shan Institute of Science and Technology (NCSIST), and Hanxiang Aerospace, but also partnering with local firms to develop military-grade unmanned systems with Taiwanese technological integration. Last week, Shield AI and Leihot Technology jointly tested AI-powered unmanned vessels, the SeaShark 600 and SeaShark 800, in the Dapeng Bay waters of Pingtung. The trial validated autonomous navigation, real-time video transmission, obstacle avoidance, and multi-unit coordinated operations—marking a critical advancement in strengthening Taiwan’s maritime defense. Shield AI’s 'Hivemind' autonomous AI system serves as the 'brain' of these unmanned boats, enabling real-time situational awareness, decision-making, and path planning. Leihot contributes hull design, manufacturing, and local operational expertise, while NCSIST supports sensor integration and communication systems. Hanxiang is preparing for future mass production. This collaboration enabled existing unmanned platforms to evolve into AI-powered systems within just three months. Taiwan’s defense strategy centers on asymmetric warfare—relying not on expensive warships or fighter jets, but on numerous low-cost, small-scale unmanned systems to deter enemy incursions. The SeaShark series is designed for missions including enemy vessel surveillance, mine deployment, electronic warfare, and even offensive operations, and is expected to become the core of a 'unmanned kill chain' covering the vast waters of the Taiwan Strait. Future challenges include formal procurement contracts with the Taiwanese Navy, further AI capability enhancements, and long-range communication integration. Nonetheless, U.S.-Taiwan technological cooperation is undoubtedly opening a new frontier in Taiwan’s defense capabilities.
