The 'Youth Basic Act' was promulgated and implemented on January 21, 2026, marking a new stage of legalization for Taiwan's youth policies. The law stipulates that the government should promote youth development, protect youth rights, assist youth in self-realization, and enable them to enjoy a happy life. It also aims to enhance youth participation in public affairs. Against this backdrop, the Youth Development Agency under the Ministry of Education held a national meeting of youth affairs specialists in early July, inviting central government departments and local governments across the country to discuss youth policies. They proposed the 'Taiwan Youth Development Initiative', focusing on four aspects: career employment, innovation and entrepreneurship, local revitalization, and international exchange. However, if the goal of youth policy is to truly develop youth, there is one question worth considering: when the government strives to 'retain youth', has it considered why youth would want to stay?
