As industries rapidly evolve and AI technologies become widespread, companies are increasingly demanding cross-domain talent skilled in data analysis and digital technologies. Many young people without STEM backgrounds face career transformation barriers. To address this, the Northern Branch of the Ministry of Labor's Workforce Development Agency is promoting the 'Industrial New Elite Program,' offering unemployed or job-seeking youth aged 15 to 29 up to NT$100,000 in training subsidies and a monthly NT$8,000 learning incentive.

Take Hsiao-Hui, a public health graduate who previously worked in administrative roles. After completing a four-month cross-disciplinary training program, she successfully advanced to a data analyst position at an international software services company, achieving both salary and role upgrades.

While working in administration, Hsiao-Hui observed a significant rise in demand for data processing and visualization tools across industries, prompting her to expand her career path. She enrolled in the 'Marketing Technology Data Analysis Training Course' under the Northern Branch's 'Industrial New Elite Program.' Over nearly four months of training, she started from scratch, learning VBA automation, Python, SQL syntax, and Power BI report visualization design.

During the training, Hsiao-Hui accumulated practical experience through project-based learning and integrated her achievements into a job-seeking portfolio, combining her existing public health expertise with newly acquired data analysis skills. After completing the program, she attended a corporate matching event hosted by the training provider and successfully passed interviews to join an international software services company, where she now handles Power BI report design and development. Her classroom knowledge seamlessly transitioned into real-world application, breaking past limitations of single-domain expertise.

To meet corporate demand for cross-domain talent, the Northern Branch of the Workforce Development Agency has focused the second half of 2026's 'Industrial New Elite Program' on five key industries: electronics and electrical engineering, digital information, industrial machinery, green energy technology, and international marketing planning.

Currently, 42 courses are open for enrollment, offering nearly 1,400 training slots. Courses include 'Big Data Engineer,' 'Python AI Application Engineer,' 'Full-Stack Design Engineer,' and interdisciplinary programs such as 'Semiconductor Software and Hardware with AI and Big Data' and 'Digital International Marketing Planning.'

For youth seeking to transform their careers through training, the Industrial New Elite Program establishes clear participation rules and subsidy mechanisms. Eligible participants are unemployed or job-seeking youth aged 15 to 29. Trainees receive up to NT$100,000 in training subsidies. At registration, they pay a self-funded fee of NT$10,000, which can be fully refunded if they secure employment within 90 days of completing the program and obtaining certification. Additionally, trainees receive a monthly NT$8,000 learning incentive during the training period (up to 12 months), effectively reducing financial burdens during career transitions.

Youth interested in participating must first register as a member on the 'Taiwan Employment Portal' website and complete the 'What I Like to Do' career interest assessment. They can then log in to the 'Industrial New Elite Program' dedicated section to search for and apply to courses.
