First, he expressed anger over Kuomintang caucus convener Fu Kun-chi's absence from five consecutive caucus meetings, harshly criticizing, 'Why are you acting like Empress Dowager Cixi holding court from behind a curtain?' Toward the end of the meeting, Han became furious again when the KMT caucus representative delayed signing due to lack of authorization from the convener, shouting, 'Are you treating me like a monkey? Is the Legislative Yuan controlled by dark forces?' 'You refuse the polite offer and choose to drink the penalty cup!' 'We told the public we'd adjourn until the end of August, yet we've achieved nothing!'
Over five hours after Han's first outburst, Fu Kun-chi issued a press release on behalf of the KMT caucus, defending his absence by stating it was 'absolutely not a sign of disrespect toward President Han or other caucuses.' He claimed he chose a 'soft approach' to protest the Executive Yuan's disregard for legislative authority under the DPP administration. Fu acknowledged Han's deep concern for the nation, interpreting his harsh words as 'strict criticism born of deep affection,' and expressed hope for smooth operations in the legislature.
However, according to Storm Media, Han's anger was actually the result of reaching his limit with Fu Kun-chi's conduct. The frustration stems from prolonged issues of authority being formally held but not responsibly exercised, undermining coordination and legislative efficiency.
