Cross-strait relations have become increasingly tense in recent years. The 2026 'Han Kuang 42' military exercise officially commenced on the 5th, running for 10 days and 9 nights. This year’s drill drew significant attention not only because the military mobilized over 5,000 reserve personnel from both northern and southern Taiwan for the first time in a 'full brigade mobilization,' but also due to the 'Wanjun Plan' drill held on the first day—President Lai Qingde’s first participation. That night, Lai boarded a CM32 Yunpao eight-wheeled armored vehicle en route to the Hengshan Command Center, with the convoy spotted by media. However, social media platforms recently circulated claims that Lai was 'simulating an escape route' during the Han Kuang exercise. In response, fact-checking platform MyGoPen released an investigative report.
Is the 'Wanjun Plan' a presidential escape plan? What are the online rumors?
The report reveals that the original false narrative claimed: 'Lai Qingde, during the entire exercise, your son isn’t visible—only you practicing how to escape. How can you boost troop morale like this?' and 'Lai Qingde, a Taiwan independence leader who forgets his roots, participates in the 'Wanjun Plan' drill to prepare for future hiding and escape.' These claims assert that Lai is indeed participating in the Han Kuang exercise, but only to practice fleeing. MyGoPen noted that keyword searches for 'Lai Qingde escape' on Facebook since the 6th have revealed numerous fake accounts and Chinese-language media outlets spreading related content, repeatedly emphasizing how Lai practiced 'escaping' at night.
When was the 'Wanjun Plan' conducted? Where did Lai go?
MyGoPen further investigated, citing reports from Taiwanese media outlets such as Central News Agency, Liberty Times, and Commercial Times, confirming that President Lai participated in the 'Wanjun Plan' drill on the first night of the Han Kuang exercise. The drill aims to ensure the continuity of defense command and national governance during emergencies, reviewing command systems, inter-departmental coordination, and emergency response mechanisms. According to footage released by the Presidential Office, Lai left the Presidential Office accompanied by Secretary-General Pan Men-an and national security staff, wearing a helmet and bulletproof vest before boarding the Yunpao armored vehicle. The convoy then proceeded to the 'National Political and Military Command Center'—the Chingshan Command Center.
What is the 'Wanjun Plan'? Were there tactical changes this year?
The report cites TVBS, stating that this year’s 'Wanjun Plan' drill employed deception tactics. The first wave involved the 202nd Command’s Rapid Reaction Company (RRC) motorcycle units and Humvees speeding out from Zhong’ai Camp to conduct tactical reconnaissance around the Presidential Office. Subsequently, the first wave of the Wanjun convoy exited the camp, followed by a second wave of six Yunpao armored vehicles heading toward the Presidential Office. Around 11 PM, a third wave convoy composed of Yunpao armored vehicles and tactical wheeled vehicles exited the camp and turned right onto Aiguo West Road—likely part of deception tactics. The report adds that the 'Wanjun Plan' refers to the military’s emergency evacuation protocol for the president during crises, using CM32 eight-wheeled armored vehicles and UH-60M Black Hawk helicopters to evacuate the president and vice president from the Presidential Office or residence to secure locations under armed escort.
