Taiwan High Speed Rail (THSR) has welcomed its first new-generation train set after a 22-year gap. The inaugural N700S-T unit officially arrived at Kaohsiung Port today (April 15) and is scheduled to enter passenger service on July 1, 2025, following completion of relevant testing. With the new train’s arrival in Taiwan, THSR Chairman Shih Cheng addressed the issue of fares during the arrival ceremony, stating that once the new train is successfully integrated and ride quality improves, a review of the fares—unchanged for 20 years—will be initiated. However, Shih emphasized, 'The premise is that passengers must ride comfortably—only then will we discuss it.' He added, 'I need to apologize to the Minister of Transportation, Chen Shih-kai. But I must say this.'

Regarding fares, THSR has maintained its basic pricing structure unchanged since its 2007 launch. For the flagship Taipei–Zuoying route, standard-class reserved seating currently costs NT$1,490, while business class is NT$2,440. The Taipei–Taichung route costs NT$700 for standard class and NT$1,250 for business class. Other routes include Taipei–Hsinchu at NT$1,010, Taipei–Taoyuan at NT$520, and Taichung–Zuoying at NT$790.

Notably, the Ministry of Transportation recently completed a review of THSR’s base fare rate, adjusting it from NT$4.551 per passenger-kilometer to NT$4.728—meeting the contractual threshold for fare review.

Further analysis suggests that, under the current fare formula, the upper limit for the Taipei–Zuoying fare could reach NT$1,780—NT$290 (about 19%) higher than the current NT$1,490. However, the Ministry stressed that whether THSR actually proposes a fare adjustment remains subject to the company’s internal procedures.

During his speech, Chairman Shih noted that with the new train’s introduction, THSR will face new operational challenges, including operating two train types simultaneously and increased maintenance and logistics pressure. Once the new train integration is successful, THSR will begin replacing its existing 34 older train sets. He confirmed that fare review for the 20-year-unadjusted pricing will begin after the new trains launch on July 1, 2025—but with a condition.

The N700S-T that arrived in Taiwan is one of 12 new-generation train sets ordered by THSR from the Hitachi-Toshiba consortium in 2023. According to THSR’s official materials, the N700S-T is based on Japan’s Tokaido Shinkansen N700S system, customized for local needs. The new train features lightweight construction, high performance, energy efficiency, and enhanced comfort. Interior features include full-color LCD information displays, arrival lighting indicators, double-tier luggage racks, and enveloping seats with charging ports. Noise reduction and vibration control have also been improved. Once all 12 train sets are in service, THSR estimates peak departure capacity will increase by approximately 25%.
