An opposition coalition today (20th) mobilized around 500 retired police and firefighters to protest in front of the Executive Yuan. People Party Chair Huang Kuo-chang furiously berated Premier Cho Jung-tai, calling him a 'dog official' and a 'bastard,' accusing the Lai administration of bullying public safety retirees. He demanded that President Lai Qingde and Cho Jung-tai legally allocate the budget to fully fund retirement pensions and repay what is owed to retired officers and firefighters.

Huang Kuo-chang, along with KMT caucus convener Fu Kun-chi and others, led over a hundred retired police and firefighters to demonstrate at the Executive Yuan's entrance. Huang stated that these retirees, despite reaching retirement age, still had to come out to demand justice from the Executive Yuan. He urged Lai Qingde and Cho Jung-tai to understand: this group is not begging or panhandling, but demanding the enforcement of laws legally passed by the legislature.

Huang criticized the government for claiming the law may be unconstitutional, asking, 'Since when has the Constitution of the Republic of China granted you the right to interpret the Constitution?' He pointed out that while the Executive Yuan claims it is awaiting a constitutional interpretation and thus withholding payments, public school teachers and civil servants had their pension cuts halted under similar legal challenges—and were paid in full as of August this year. 'Are you treating police and firefighters as second-class civil servants?' he asked.

Huang lashed out: 'There are still many on-duty police officers protecting this bastard Cho Jung-tai right now! Cho Jung-tai, you dog official, you didn’t win a single vote, yet you strut around the Executive Yuan with arrogance. You demand every cent of your budget—dare to cut it and you’ll send your online army to attack them—but you refuse to grant the rights owed to retired police and firefighters. What kind of rotten government is this!'

Huang expressed deep frustration, saying he felt powerless that the opposition could be so weak as to allow Lai Qingde and Cho Jung-tai to act with impunity—passing laws through the legislature but refusing to promulgate or countersign them. 'From today on, the horn to overthrow this rotten government has sounded. Brave people will stand up. We will declare war on this corrupt regime.'
