The Taoyuan-Hsinchu-Miaoli Branch of the Ministry of Labor’s Workforce Development Agency has launched the 'Industry New Vanguard Program,' targeting popular fields such as AI, semiconductors, and cloud applications. The program offers up to $100,000 in training subsidies and an $8,000 monthly learning incentive, successfully helping non-technical youth transition across domains. Wang Chun-Sheng, who initially worked in manufacturing, spent years on rotating shifts with fixed hours and limited salary growth, eventually hitting a career plateau. His turning point came when he participated in a project to digitize plant reports, where he was first exposed to programming and began considering a move into system development.

However, self-taught learning often lacks structure. Wang noted that his earlier attempts to learn programming independently were hindered by the absence of systematic guidance, making it difficult to build comprehensive expertise. He decided to enroll in the 'Front-End Engineer Employment Training Course' under the Industry New Vanguard Program, where he built a solid foundation in programming syntax, web development, and front-end frameworks, while gaining hands-on experience in system development workflows and AI tool applications.

After six months of training, Wang developed practical projects through mid-term assignments. With resume reviews and job placement support from the training provider, he landed a position as a shop-floor systems engineer at a renowned tech company just over a month after completing the program—successfully transitioning to a cross-domain role with a $53K salary. He admitted that his prior hands-on experience on the production line now serves as a crucial foundation for understanding system development needs in manufacturing environments.

Lai Chia-Jen, Branch Director of the Taoyuan-Hsinchu-Miaoli Branch, emphasized that as Taiwan’s industries rapidly advance toward digital transformation and net-zero sustainability, demand for skilled professionals in high-tech sectors is surging. To help youth build critical competitiveness during their prime learning years, the 'Industry New Vanguard Program' is designed around real-world industry needs, significantly lowering barriers for youth pursuing cross-disciplinary advancement through industry-training collaborations.

In the second half of 2026, the branch will roll out specialized training cohorts, aiming to train over 780 individuals in key technical areas. The curriculum covers five forward-looking core domains:

- Artificial Intelligence & Image Recognition: AI image recognition technologies, practical applications of intelligent algorithms. - Information & Communication Technology & Cybersecurity: Cloud technology development, cybersecurity engineering, and system architecture design. - Advanced Semiconductor Manufacturing Processes: Advanced IC layout for semiconductor processes, chip design assistant engineering. - Frontier Technologies & Smart Manufacturing: Drone technology applications, intelligent automation control in production lines. - Digital Information & System Development: Front-end engineer training, cross-platform software integration and development.

The program provides clear eligibility criteria and financial support for youth interested in career transition training and parents concerned about employment prospects. Youth aged 15 to 29 are eligible to apply. During training, the government fully subsidizes tuition costs up to $100,000, and qualified participants receive an $8,000 monthly learning allowance, greatly reducing financial burdens during study periods.
