Hualien Empowers Community Anti-Violence Seeds, 4 Actions to Protect Those Around Us

When loud arguments or unusual situations occur in a neighborhood, most residents often hesitate to act due to unfamiliarity with reporting procedures or fear of escalating conflict. To break away from the traditional, lecture-style approach to violence prevention, the Hualien County Government held the 'Community Anti-Violence Instructor Training Course' on the 23rd, calling on local volunteers and residents to become 'anti-violence seeds' who can transform rigid legal provisions into everyday language, enabling the public to promptly recognize crises and offer help in daily life.

Hualien has a narrow, elongated terrain and covers a vast area, encompassing 13 townships and cities and 178 villages across the county. Each community has different ethnic compositions, lifestyles, and cultural backgrounds. In the past, standardized educational materials struggled to meet the actual needs of each settlement. This training particularly emphasizes localization, cultivating partners familiar with local conditions to transform anti-violence concepts into language that residents can understand and use, significantly lowering the barrier to violence prevention outreach.

The course content broadly covers statutory topics such as gender equality, domestic violence, sexual harassment, sexual assault, and sexual exploitation prevention. To avoid one-way lectures leading to poor comprehension, the training incorporates concrete case discussions and practical宣讲 exercises, helping participants master precise communication and宣讲 expression skills through interactive scenarios. The Hualien County Government stated that once宣讲 instructors bring this knowledge back to their communities, it will help engage more residents.

The training course offers rich content, covering issues from gender-based violence prevention and gender equality to domestic violence, sexual assault, sexual harassment, and sexual exploitation, supplemented by case sharing, scenario drills, and practical宣讲 techniques. Participants are not only taught 'knowledge' but also 'how to communicate it.' Through repeated practice and exchanges, the originally serious topic of violence prevention is transformed into a lifestyle-oriented, interactive outreach approach, making it easier for the public to understand and more willing to participate.

When facing potential violence crises within communities, the public often struggles with 'not knowing how to intervene.' In response, the Social Affairs Department of Hualien County Government stated: 'When something feels wrong, show a little more concern; when you find someone in need, extend a helping hand.' Violence prevention requires collective public participation. If residents notice suspected abuse in their communities, timely expressions of concern and reporting to relevant authorities for assistance can help defuse crises promptly.

Regarding the long-term development of anti-violence personnel, Hualien County Government emphasized that it will continue to promote beginner, intermediate, and advanced training courses, combined with internship, practical宣讲, and classroom observation feedback mechanisms, to help宣讲 instructors progress from 'being able to宣讲' to '宣讲 effectively and skillfully.' This aims to integrate anti-violence awareness into grassroots daily life and jointly build a friendly environment of 'zero violence, mutual protection.'
